Clinic / Admin Change Management Specialist

California Department of Public Health

The Women, Infants, and Children Program (WIC) is a 50‑year nutrition safety net that supports families with healthy food, nutrition education, breastfeeding support, and referrals to healthcare. WIC serves babies and children up to age five, pregnant women, and new mothers across California. About the CDPH/WIC Family Over 200 state staff work at CDPH’s WIC Division, headquartered at the Natomas campus in Sacramento. WIC is committed to a hybrid workforce and provides modest stipends for those who work from home. Staff are equipped with computers, cameras, and large screens for virtual work. The division is led by senior managers across several branches, including Data and Integrity, Systems Integration, Operations, Local Policy and Health Programs, Local Services, Vendor Management, and Communications, Food, and Vendor Policy. Job Description and Duties This position supports the California Department of Public Health’s (CDPH) mission by advancing the health and well‑being of diverse Californians. As a member of the WIC Change Management Section, the incumbent provides support to users of the WIC Web Information System Exchange (WIC WISE), the WIC Electronic Benefit Transaction (EBT) Card, and the California WIC Application, along with other auxiliary systems and services. The Health Program Specialist I (HPS I) consults on Clinic and Admin functionality of WIC WISE and the California WIC Application, requiring expertise in local agency clinic flow, business practices, and relevant regulations. The HPS I collaborates with change‑management teams, other subject matter experts, local agency staff, and system contractors to improve and enhance technical tools used to provide WIC services and ensure regulatory compliance. Responsibilities include participating in the Software Development Lifecycle, gathering business requirements, conducting user acceptance testing, documenting requirements, and investigating defects. If new to California state service, you will need to have taken and passed the examination for this classification in order to be hired for this position. If you are a current state employee without transfer eligibility, you will need to pass the examination as well. Desirable Qualifications Ability to work both independently and in a team environment Ability to handle sensitive and confidential issues Ability to communicate effectively with staff at various levels, external agencies, and the general public Demonstrate excellent verbal and written communication skills, including reviewing and editing documents Experience In: Working with Management Information Systems to document program enrollment, participant characteristics, services provided, and outcomes Using Microsoft Excel to organize and track tasks Coordinating with others to accomplish work‑related assignments Managing, prioritizing, and meeting multiple deadlines in a fast‑paced work environment Working with a public assistance program Knowledge Of: State and federal policies and regulations related to the WIC program or other public assistance programs Completed staff work methodology Project management methodology Minimum Requirements Minimum Requirements are available in the Class Specification.
