LOCATION OF POSITION Maryland Department of Human Services Office of Budget and Finance 25 S. Charles Street Baltimore, MD 21202 Main Purpose of Job This position relates to the mission of the agency. It is assigned to the Department grants management function - the Cost Allocation and Revenue Management Team within the Office of Budget and Finance. The position monitors and reports on Department grant programs. Accurate accounting, reporting and attainment of federal funds enables the Department to maximize its fiscal resources and effectively serve the Agency’s customers. POSITION DUTIES GRANT MANAGEMENT: For assigned grants, maintain up-to-date records on grant awards, expenditures, including matching expenditures, and attainment; prepare quarterly federal financial reports on grant expenditures and program income based on cost allocation results, revenue attained, and reporting requirements; analyze and reconcile actual expenditures, reported expenditures, and cash attainment. GRANT FINANCE: Maintain the Federal receipts ledger based on Federal attainment received through daily, bi-weekly, monthly, and quarterly Treasurer drawdowns and through transfers from other State Agencies. PROGRAM COORDINATION: Advise program staff of grant obligation and liquidation periods, reporting requirements, grant activity, and over and underspending. Support the preparation of annual reports with this information, and with coordination with others. MINIMUM QUALIFICATIONS Applicants must meet all minimum (and selective) qualifications to be considered, and to appear on the list of people eligible for hire. Please read all requirements before applying. Experience: Five years of experience in grant evaluation and monitoring or budget preparation, presentation and execution. Notes: Candidates may substitute the possession of a Bachelor\'s degree from an accredited college or university and one year of experience in grant evaluation and monitoring or budget preparation, presentation and execution for the required experience. Candidates may substitute graduate education from an accredited college or university in accounting, business administration, economics, finance, political science or public administration at a rate of 30 credit hours for the required experience. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Budget Officer classifications or Financial Management specialty codes in the Budgeting field of work on a year-for-year basis for the required experience. DESIRED OR PREFERRED QUALIFICATIONS Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications. One year of experience building or creating and maintaining excel work products with accuracy and efficiency. One year of experience in grants management within the Maryland State framework (familiarity with the grant lifecycle, reporting, etc.). Parental Leave – up to sixty (60) days of paid parental leave upon the birth or adoption of a child. Holidays – State employees also celebrate at least twelve (12) holiday per year.
