PRIMARY PURPOSE SUMMARY:
Responsible for the leadership, administration, coordination, and operational oversight of the North East Independent School District (NEISD) Construction Management & Engineering Department related to the implementation, construction, execution, inspection, commissioning, and close-out of bond-funded capital improvement, maintenance, and operations (M&O) facility projects.
Serves as the District’s primary representative during construction and collaborates closely with general contractors, subcontractors, testing agencies, commissioning agents, campus administrators, and District operational departments to ensure projects are delivered safely, on schedule, within budget, and in accordance with approved construction documents, District standards, and applicable codes. Provides technical, operational, infrastructure coordination, and construction support services associated with facility systems, construction implementation, commissioning, warranty administration, and field coordination activities. Collaborates with the Senior Director of Planning & Administration (SDPA) to support the successful delivery of the District’s capital improvement and bond construction programs. Supports the Executive Director in advancing the District’s strategic capital improvement goals, stewardship initiatives, and long-range facility objectives. ESSENTIAL REQUIREMENTS AND RESPONSIBILITIES:
1. Coordinates construction implementation activities with the Senior Director of Planning & Administration (SDPA) and design consultants to ensure continuity between design intent and field execution.
2. Reviews construction documents for constructability, sequencing, operational impacts, phasing requirements, site logistics, maintainability, and implementation feasibility.
3. Ensures construction projects are completed in accordance with approved plans, specifications, contract requirements, District standards, safety requirements, and applicable local, state, and federal codes.
4. Oversees field construction operations including project scheduling, contractor coordination, construction inspections, quality assurance, safety compliance, commissioning, turnover, and warranty administration.
5. Ensures compliance with project schedules, quality standards, safety requirements, and contractual obligations.
6. Promotes and enforces a culture of construction safety and operational risk management across all active project sites.
7. Leads efforts to identify, mitigate, and resolve construction conflicts, delays, field issues, and operational impacts that may affect project delivery.
8. Oversees construction phasing, campus coordination, temporary facilities, utility shutdowns, occupancy transitions, and operational continuity planning during construction activities.
9. Supervises use of web-based construction management systems and related software to monitor, document, and track project management activities.
10. Approves contractor pay applications, change orders, proposal requests, requests for information (RFIs), contingency expenditures, and other construction-related documentation within authorized approval authority.
11. Coordinates and oversees consultant project management personnel and supplemental construction management support services as assigned.
12. Acts as departmental budget manager and assists in project financial monitoring, forecasting, expenditure tracking, and construction cost control activities.
13. Ensures construction projects remain within approved budgets and funding limitations.
14. Oversees project closeout activities including substantial completion inspections, punch list completion, startup activities, owner training, warranty management, and final acceptance procedures.
15. Oversees building systems commissioning, MEP operational integration, warranty coordination, and post-occupancy performance evaluation activities.
16. Ensures Test, Adjust, Balance, and Commissioning (TAB/Cx) requirements are properly completed prior to project acceptance and occupancy. [RR2.1]
17. Coordinates occupancy, furniture, fixtures and equipment (FF&E), technology integration, move-in activities, and operational readiness for completed facilities. [RR3.1]
18. Oversees implementation and administration of warranty programs for completed facilities, infrastructure, systems, and equipment.
19. Coordinates emergency construction response activities associated with critical infrastructure failures, life safety concerns, weather events, and operational emergencies.
20. Provides technical construction support and infrastructure coordination related to facility systems, operational integration, construction implementation, and field engineering activities.
21. Coordinates construction activities to minimize disruption to campus operations, instructional programs, student safety, and District services.
22. Oversees technical field investigations, infrastructure assessments, construction inspections and field observations, and engineering-related support services associated with active projects.
23. Resolves construction claims, disputes, delays, and contract performance issues in coordination with District leadership, consultants, legal counsel, and contractors.
24. Maintains effective working relationships with contractors, subcontractors, municipal agencies, permitting authorities, utility providers, testing laboratories, and regulatory agencies.
25. Coordinates closely with Facilities Maintenance & Operations (FM&O) personnel to ensure proper integration of new construction, renovations, repairs, infrastructure systems, and operational requirements.
26. Ensures timely resolution of construction-related issues through coordination with contractors, consultants, District staff, and regulatory agencies.
27. Conducts or oversees project meetings including pre-construction meetings, progress meetings, coordination meetings, safety meetings, and project closeout meetings.
28. Responds to contractors, consultants, campus administrators, and District leadership after normal working hours as necessary to address critical construction or operational issues.
29. Assists the Executive Director in preparing reports, presentations, project updates, and recommendations for executive leadership, Citizens’ Bond Advisory Committee (CBAC), Board of Trustees, and other stakeholders.
30. Identifies future facility needs, infrastructure deficiencies, capital renewal requirements, and potential bond program priorities.
31. Develops, implements, and enforces departmental procedures, standards, policies, best practices, and operational protocols associated with construction implementation and project delivery.
32. Establishes workload priorities, project assignments, milestones, schedules, and performance expectations for departmental staff.
33. Ensures departmental personnel receive appropriate technical, safety, compliance, and professional development training.
34. Ensures NEISD safety, security, environmental, and risk management practices are enforced at all times.
35. Represents NEISD with the highest ethical standards and conducts oneself in a professional manner.
36. Maintains confidentiality of information.
37. Reports to work on time every day.
