Deputy Division Director

Deputy Division Director (260003ZK) MassDEP seeks a Deputy Division Director (MVII) of the Bureau of Air and Waste – Hazardous Materials Management Unit. The role is based in Boston at 100 Cambridge Street and reports to the Division Director of Hazardous and Solid Waste. Responsibilities include overall leadership and implementation of hazardous materials management programs to enforce statutory and regulatory mandates, protect public health, and manage staff at the Boston headquarters. Key Duties Planning, staffing, directing, and managing development and implementation of hazardous materials regulatory, compliance, and enforcement programs. Researching, identifying, and codifying environmental standards for hazardous materials management. Drafting regulations, policies and guidance consistent with statutory authority. Overseeing the underground storage tank program (UST), Stage I, Environmental Results Program, Toxics Use Reduction Act (TURA), asbestos, hazardous waste transporters, and permitting of hazardous waste facilities under RCRA. Coordinating compliance and enforcement activities with regional offices. Coordinating BAW hazardous materials management program activities with federal agencies such as the U.S. EPA, other MassDEP Bureaus, and other state agencies. Preferred Qualifications Experience in government environmental programs and policy development, preferably in a state environmental agency. Experience developing and implementing regulations and policies. Experience developing and implementing environmental programs and initiatives. Familiarity with environmental compliance and enforcement programs and strategies. Excellent computer skills, including proficiency with Microsoft Office (Word, Excel, PowerPoint and other commonly used computer applications). Experience managing and working with a diverse staff with varying skill sets; and working with other jurisdictions including other state and federal agencies and non-governmental organizations. Ability to work collaboratively across the organization in a team-oriented fashion. Excellent communication skills (verbal and written), including the ability to write clearly and concisely and comfort with speaking in public settings. Ability to take initiative and work independently while also interacting effectively in a team environment. Minimum Entrance Requirements Applicants must have at least six (6) years of full-time professional, administrative, supervisory, or managerial experience in a particular specialty and must possess current license and/or registration requirements established for the position. At least two (2) years of experience must have been in a project management, supervisory, or managerial capacity. Substitutions: A certificate in a relevant or related field may substitute for one (1) year of experience. A Bachelor’s degree may substitute for two (2) years of experience. A Graduate degree or higher may substitute for three (3) years of experience. A Doctorate degree may substitute for four (4) years of experience.
