The Accounting Officer supports the financial operations of the Minnesota Public Facilities Authority (MPFA). This position performs accounts payable and receivable functions, reviews and codes grant and loan disbursement requests, processes loan repayments, and maintains accurate accounting records for a large and complex portfolio of loan and grant programs. The role assists with preparing financial reports, supports budget development, and collaborates closely with MPFA staff, member agencies, and the U.S. Environmental Protection Agency to ensure accurate data reporting and compliance with federal and state requirements. The Accounting Officer also contributes to the development and improvement of MPFA data management systems and tools, helping ensure timely, accurate, and efficient financial and programmatic reporting.

This position is telework ( eligible. Staff are provided with the tools and equipment to be successful in a virtual work environment. Please note, the telework policy could change with notice based on business needs.

Minimum Qualifications

Two (2) years of accounting experience, including work with accounts payable/receivable, reviewing financial transactions, and maintaining accounting records.

Applicants that meet the above minimum qualification will be further evaluated on the following:

• Knowledge of Generally Accepted Accounting Principles (GAAP).

• Experience preparing or analyzing financial reports, budgets, or fiscal information.

• Experience working with accounting or financial management systems (e.g., SWIFT or comparable systems).

• Ability to interpret and apply accounting policies, grant requirements, or financial administrative procedures.

• Advanced computer skills, including proficiency with Microsoft Excel and Access.

• Ability to work independently, manage multiple deadlines, and exercise sound judgment.

Preferred Qualifications

• Experience with public sector accounting, state-wide accounting/budget systems, or federal grant administration.

• Knowledge of EPA State Revolving Fund requirements or tax-exempt bond funding restrictions.

• Experience developing or maintaining data management or reporting systems.

• Experience preparing or analyzing loan portfolios, amortization schedules, or encumbrance tracking.

• Certification or experience with Authority for Local Purchase (ALP).

• Experience collaborating with multiple agencies, auditors, or external partners on financial or compliance matters.
