Jobs Plus Program Director

The Jobs Plus Director is a grant funded position that is responsible for the strategic planning, implementation, management, and evaluation of the Jobs Plus program. The Director manages day-to-day operations, provides leadership to program staff, develops partnerships with employers and community organizations, oversees grant compliance and reporting, and ensures the successful delivery of employment, education, financial empowerment, and resident support services designed to increase earnings and employment outcomes for public housing residents.

ESSENTIAL FUNCTIONS:

Direct all aspects of the Jobs Plus grant in accordance with HUD regulations and grant requirements. This task should be performed at a level that supports the agency's efforts to achieve the highest rating on HUD's evaluations system. Develop and implement strategic plans to achieve grant goals and performance outcomes. Provide leadership, supervision, and performance management for program staff, consultants, contractors, and partner organizations. Monitor program operations and effectiveness, implementing continuous quality improvement strategies to maximize participant success and program performance. Ensure program activities are completed within approved budgets, timelines, and grant deliverables. Maintain compliance with HUD regulations, grant agreements, and applicable federal, state, and local laws. Prepare, review, and submit timely programmatic, financial, and performance reports required by HUD and other funding entities. Monitor grant expenditures in collaboration with the Finance department to ensure fiscal integrity, accountability, and compliance with grant requirements. Develop, implement, and maintain policies, procedures, and internal controls that support effective and compliant grant implementation. Oversee the delivery of employment, education, and career advancement services for Jobs Plus participants. Coordinate workforce development activities, including job readiness training, career coaching, employment placement, job retention, and career advancement services. Promote financial literacy, asset‑building initiatives, work incentives, and other supportive services designed to increase participants' economic self‑sufficiency. Utilize and implement all relevant data tracking and reporting systems and provide required reporting to grant funders. Monitor participant progress, employment outcomes, and program performance metrics, using data to evaluate effectiveness and identify opportunities for improvement. Build and maintain collaborative relationships with employers, educational institutions, workforce development agencies, community organizations, and other stakeholders to expand employment opportunities and enhance program success. Represent the agency in meetings, training sessions, and community events related to the Jobs Plus program and perform other duties as assigned.

JOB RESPONSIBILITIES

Develop and maintain collaborative relationships with employers, workforce development agencies, educational institutions, nonprofit organizations, and community stakeholders. Establish employer partnerships that create employment opportunities for residents. Promote resident participation in Jobs Plus activities. Ensure services are culturally responsive and accessible. Support resident leadership and peer engagement initiatives. Address participant concerns and ensure high‑quality customer service. Oversee collection and analysis of program data. Monitor performance metrics and prepare reports for HUD and organizational leadership. Ensure accurate participant records and documentation are maintained. Utilize data to evaluate program effectiveness and improve outcomes. Develop and monitor program budgets. Approve expenditures consistent with grant requirements. Ensure responsible stewardship of grant resources. Coordinate audits and financial reviews as required. Other duties as assigned.

REQUIRED KNOWLEDGE SKILLS AND ABILITIES:

Strong leadership and organizational skills with excellent verbal and written communication abilities. Knowledge of federal grant compliance and reporting requirements. Knowledge of mathematics sufficient to perform JPEID calculations and aggregation of program outcome metrics for reporting. Ability to manage multiple priorities and meet deadlines. Strong analytical and problem‑solving skills. Proficiency with Microsoft Office Suite and database management systems. Ability to analyze program performance data and prepare executive reports. Ability to build collaborative partnerships with diverse stakeholders. Budget management and fiscal accountability. Successful development of employer and community partnerships. Participant satisfaction and program quality outcomes. Must possess a valid driver's license and have reliable transportation. Must successfully pass a pre‑employment drug screening and background check.

EDUCATION & EXPERIENCE:

Bachelor's degree from an accredited college or university in Social Work, Human Services, Psychology, Public Administration, Workforce Development, or a related field. Master's degree preferred. Five years of progressively responsible experience managing federally funded workforce, community development, housing, or human services programs; minimum of three years of supervisory experience. Experience managing federal grants, preferably HUD‑funded programs. Knowledge of workforce development strategies and employment services. Experience with budget management and grant reporting.

PREFERRED QUALIFICATIONS:

Experience with HUD Jobs Plus, Public Housing, or Workforce Innovation and Opportunity Act (WIOA) programs. Knowledge of HUD regulations and public housing operations. Experience developing employer and community partnerships. Project management certification is a plus.

WORKING CONDITIONS:

This position is grant‑funded and continued employment is contingent upon grant funding and program performance.
