Position Description
CGI Federal is seeking a Director, Program Transition to lead enterprise level Transition In and Transition Out activities for a major federal modernization program. This role owns the strategic, operational, and logistical planning required to stand up a multi year modernization effort from a non-operational baseline, coordinating across multiple technical, mission, and operational teams. The Transition Director is accountable for achieving full operational capability by government defined milestones and ensuring all program structures, personnel, systems, and processes are activated and sustained.
This position requires demonstrated experience leading high complexity transition efforts involving hundreds of personnel, multi-vendor coordination, and mission critical system activation.

Your future duties and responsibilities
Enterprise Transition Leadership
• Lead full Transition In strategy, execution, staffing, and readiness across all program components.
• Develop and manage large scale transition roadmaps, integrated master schedules, dependencies, and milestones.
• Direct cross-functional alignment across engineering, cloud, migration, security, testing, and O&M teams.
Operational Stand Up & Readiness
• Oversee activation of facilities, personnel, systems, environments, tooling, processes, and governance mechanisms.
• Direct hiring, onboarding, credentialing, training, and leadership placement for all transition personnel.
• Conduct enterprise readiness assessments, gap analyses, and stabilization planning.
Government Engagement & Decision Support
• Lead high-level transition briefings, readiness reviews, and milestone decision engagements with senior government officials.
• Provide executive reports, risk summaries, decision papers, and operational transition metrics.
• Ensure alignment with FBI governance bodies, security offices, facility management, and mission stakeholders.
Risk, Issue, & Contingency Planning
• Own enterprise transition risk posture, issue resolution, and mitigation strategy.
• Direct development of contingency plans, alternative courses of action, and recovery paths.
• Ensure dependencies across vendors, systems, and government resources are actively managed.
Process Governance & Compliance
• Oversee development of SOPs, policies, workflow diagrams, staffing matrices, and operational activation documents.
• Ensure compliance with federal security processes, clearance requirements, facility constraints, and contract requirements.
• Maintain accountability for all transition deliverables and acceptance criteria.

Required qualifications to be successful in this role
• Must have Active Top Secret Security Clearance.
• U.S. Citizenship.
• Bachelor’s degree and 8-12+ years of leadership experience overseeing enterprise transitions or program mobilizations.
• Demonstrated experience standing up large, complex federal programs involving technical modernization.
• Proven ability to manage multi-site operations, multi-vendor coordination, and classified environment activation.
• Exceptional executive communication, planning, and cross-team leadership skills.
• Demonstrated authority over staffing, readiness planning, operational governance, and high-risk decision-making.
Preferred Qualifications
• Experience supporting DOJ, FBI, or IC mission environments during large-scale transitions.
• Certifications such as PMP, PgMP, SAFe SPC, ITIL, or equivalent.
• Experience in cloud modernization, data migration, or enterprise system deployment.
