Summary
Reporting to the Vice President, the Associate Vice President (AVP) of Facilities provides strategic leadership and operational oversight for the management, maintenance, and stewardship of all college facilities, grounds, and environmental services operations across campus locations. The AVP is responsible for ensuring that campus facilities are safe, clean, functional, and sustainable while supporting the college's academic mission and the needs of students, faculty, staff, and visitors. The position oversees plant operations, facilities maintenance, environmental services, safety initiatives, sustainability programs, and campus infrastructure operations. The AVP collaborates with institutional leadership, external partners, and regulatory agencies to ensure compliance with applicable local, state, and federal regulations and to support long-term facilities planning and operational effectiveness. Essential Role Responsibilities Facilities Operations and Infrastructure
• Provide strategic leadership and direction for Facilities Operations, Plant Operations, Environmental Services, Safety, Sustainability, and Facilities Planning.
• Oversee the operation, maintenance, repair, and upkeep of all campus buildings, infrastructure, and grounds.
• Develop and implement long-term facilities, maintenance and operational strategies that align with institutional priorities.
• Ensure effective implementation of preventative maintenance programs and work order systems for campus facilities and infrastructure.
• Oversee contractor and vendor relationships supporting facilities operations and services. Environmental Services and Campus Cleanliness
• Provide executive oversight for Environmental Services operations, including custodial services, sanitation programs, and campus cleaning standards.
• Direct programs related to solid waste management, recycling, and environmentally sustainable cleaning practices.
• Ensure campus facilities maintain health, safety, and sanitation standards.
• Support and advance the college's sustainability initiatives and environmental stewardship practices. Leadership and Administration
• Provide leadership, supervision, and evaluation of Facilities and Environmental Services leadership staff and operational teams.
• Develop and implement departmental policies, procedures, and operational standards.
• Ensure compliance with local, state, and federal regulations, including OSHA and safety standards related to facilities operations.
• Oversee operating budgets and financial planning for facilities and environmental services functions.
• Monitor departmental performance and implement strategies to improve operational efficiency and service delivery. Planning, Compliance, and Institutional Support
• Participate in the development and updates of the college's facilities master planning initiatives.
• Prepare reports and presentations for senior leadership, the President, and the Board of Trustees as needed.
• Represent the college in meetings with government agencies, regulatory bodies, and community stakeholders when appropriate.
• Support campus operations related to special events, emergency preparedness, and facility-related responses. Additional Responsibilities
• Respond to facility-related operational issues and emergencies as needed.
• Support campus initiatives that enhance the student experience and campus environment.

Bachelor's degree
Experience Required Minimum Qualifications
• Bachelor's degree or relevant experience in Facilities Management, Engineering, Architecture, Construction Management, Environmental Management, Public Administration, Business Administration, or a related field.
• Minimum of ten (10) years of progressively responsible experience in facilities management, plant operations, environmental services, or related operational leadership roles.
• Minimum of five (5) years of supervisory or management experience overseeing professional staff or operational teams.
• Demonstrated experience managing institutional facilities operations, including building systems, infrastructure, and grounds maintenance.
• Experience overseeing environmental services or custodial operations, including sanitation programs, waste management, and recycling initiatives.
• Knowledge of building systems and infrastructure, including HVAC, electrical, plumbing, mechanical systems, and building envelope components.
• Working knowledge of OSHA safety regulations and applicable local, state, and federal compliance requirements related to facilities operations.
• Experience managing operating budgets, contracts, and vendor relationships.
• Ability to collaborate effectively with internal stakeholders, external contractors, and regulatory agencies.
• Strong organizational, leadership, and strategic planning skills.
• Excellent verbal and written communication skills, including the ability to present information to senior leadership.
• Proficiency with standard office software and facilities management systems. Preferred Qualifications
• Master's degree in Facilities Management, Engineering, Environmental Management, Public Administration, Business Administration, or a related field.
• Experience working in higher education, government, healthcare, or other large institutional environments.
• Knowledge of sustainability practices, green cleaning programs, recycling programs, or environmental stewardship initiatives.
• Familiarity with Maryland building codes, accessibility standards, and environmental regulations.
• Experience implementing preventative maintenance programs, asset management systems, or computerized maintenance management systems (CMMS).
• Professional certifications such as Certified Facility Manager (CFM), Facility Management Professional (FMP), or LEED Accreditation.
• Experience managing multi-shift operational teams. Minimum and Preferred Qualifications Physical Demand Summary
Work is performed in a combination of office, campus facility, and outdoor environments. The position requires the ability to sit, stand, walk, and move throughout campus buildings and grounds for extended periods while conducting inspections, supervising operations, or responding to facility-related issues. The role may require climbing stairs, accessing mechanical rooms, rooftops, or facility infrastructure areas. Occasional lifting, carrying, pushing, or moving materials or equipment up to approximately 25 pounds may be required. The position requires the ability to operate standard office equipment and computers for extended periods of time and may involve travel between campus facilities or off-site locations. Work may occur in varying environmental conditions, including exposure to outdoor weather conditions and operational environments associated with facilities maintenance and environmental services operations.
