Senior IT Business Analyst Specialist

Salary: $94,620 - 124,128 per year Requirements:

• We require either 11 years of combined relevant education and professional experience in one or more IT disciplines, including consulting, analysis, design, programming, architecture, or software application maintenance; or 5 years of IT experience, including 3 years performing business analysis lifecycle functions.
• Business analysis functions may include process analysis; requirements elicitation, tracking, and documentation; usability and development of use cases, user stories, acceptance criteria, design documents, and training materials; complex systems and process analysis; current- and future-state assessment; user acceptance testing; implementation and post-implementation work; and liaison between business and technical teams throughout development.
• We require experience implementing, designing, or testing business applications, systems, and commercial off-the-shelf (COTS) solutions.

• Relevant education in computer science or a closely related field may substitute for up to 5 years of experience, year for year. An associate degree may substitute for 2 years, a bachelors degree for 4 years, and a masters degree for 5 years. Experience may be gained concurrently.
• We consider CCBA or CBAP certification and a bachelors or masters degree—particularly with an information technology focus—desirable.
• We require the ability to work in person at our Olympia-area offices multiple times per month or as business needs arise, including the initial training week.
• Candidates must have work authorization that does not require current or future employer visa sponsorship. We conduct pre-employment screening, including a criminal record history check.

• We rely on you to lead and develop a team of five customer-focused business analysts supporting internal partners across application maintenance, operations, statewide initiatives, and new technical solutions.
• You will establish team processes and approaches that balance customer needs with system requirements.
• You will plan, assign, and track staff workloads, deadlines, deliverables, and customer commitments in Azure DevOps.
• You will monitor staff quality, performance, and productivity, and provide training, expertise, and support.
• You will participate in our Business and Enterprise Technology Solutions leadership group and coordinate team activities.
• You will collaborate with leadership, product owners, subject matter experts, other teams, and vendors to prioritize, plan, develop, and coordinate solutions.
• You will assess existing and emerging technologies to address complex business challenges and changing needs.
• You will elicit, validate, and verify requirements, work with vendors, developers, and quality assurance staff to translate stakeholder needs into system improvements, and prepare functional specifications for the technology team.
