This onsite role requires the selected candidate to work from an HHS office in Austin, Texas.
The Project Manager IV (PM IV) serves in a key capacity within the HHS IT Project Management Office (PMO), performing advanced project management work across assignments with varied complexity. The role skillfully manages information technology projects so approved scope is completed as scheduled, within approved funding, and consistent with established requirements.
The PM IV applies sound discretion, appropriate initiative, and independent decision-making while leading work and using broad project management knowledge to support successful results.
The PM IV connects IT project teams with stakeholders throughout the organization and with external partners. Working across teams and divisions, the role consults with stakeholders, negotiates priorities, and provides guidance as proposals and projects move from initial concept through delivered value. In alignment with IT PMO standards, responsibilities include managing scope, schedules, and budgets; preparing status information; reviewing project timelines; maintaining project records; coordinating with stakeholders; and completing other related work. The ideal candidate is organized, self-motivated, relationship-focused, an effective communicator, and able to lead problem solving in complex organizational environments. This position leads IT staff and partners across HHS IT to produce outcomes and is located in the Austin office.
Essential Job Functions:
Maintains regular, predictable attendance consistent with agency leave requirements and completes other assigned duties.
Leads and provides subject-matter expertise for project delivery activities. Work spans the full project lifecycle and recognized project practices, including initiation, planning, execution, monitoring and control, and closure for assigned efforts and related components. Responsibilities include defining and managing scope, customer expectations, work breakdown structures, detailed schedules, resource planning, project plans, communication plans, budgets and cost tracking, presentations and briefings, metrics, risks, issues, mitigation actions, quality control, change management, customer acceptance, lessons learned, and project documentation. Coordinates efforts of varied size and complexity, including multi-million-dollar work, and leads early deliverable planning such as estimates, projections, and supporting plans. Recognizes project risks and obstacles and develops approaches to reduce, avoid, or address them. Directs, shapes, and reviews project work through recognized project management methods. (40%)
Tracks and manages projects through completion. Prepares and shares project information, status updates, and budget expenditure details. Manages costs to support completion within approved budget. Oversees quality so deliverables meet specifications, contract terms, or other project requirements. Secures authorization and commitment while demonstrating business need and feasibility. Reviews proposals and bids and makes recommendations to management. (30%)
Develops and executes plans for explaining project methods to interested parties and team members. Establishes documentation practices to record and manage changes to the original project plan. Creates criteria for reviewing programs, proposals, and other information tied to project assignments. Coordinates with other HHS agencies and the Department of Information Resources (DIR) to help ensure policies, standards, procedures, activities, and required reports align with state requirements. Develops guidance, procedures, policies, rules, or regulations and monitors compliance. (20%)
Advises, consults, and negotiates with agency customers on project activities. Confirms project management practices are used consistently with agency, enterprise, and DIR plans, standards, and guidelines. Leads internal and external teams or committees across the agency and HHS enterprise to promote coordinated, effective project delivery and service level results. Maintains current awareness of IT-related work across other HHS agencies and negotiates shared resource use to support enterprise objectives. (10%)
Registrations, Licensure Requirements or Certifications:
Project Management Professional (PMP), Agile Certified Practitioner (PMI-ACP), or Certified Scrum Master (CSM) certification is preferred, or the ability to obtain PMP or PMI-ACP certification within the first 12 months of employment.
