Deputy Director of Strategic Initiatives (0941) - Treasure Island Development Authority - Office of the City Administrator Department: City Administrator Job class: 0941-Manager VI Starting salary range: $196,612 – $250,978 (Range A) Hours: Full-time Location: 39 Treasure Island Road, San Francisco, CA, USA Responsibilities Lead a multidisciplinary team supporting the planning and redevelopment of Treasure Island and Yerba Buena Island. Coordinate implementation of the Development Agreement, infrastructure and affordable housing construction, transportation programs, environmental remediation, park and open‑space planning, and resiliency strategies. Manage engineering, planning, and communications staff to ensure high performance and professional development. Monitor project milestones, performance indicators, and compliance with the Disposition and Development Agreement and related plans. Facilitate the review and approval of infrastructure plans and permits, and coordinate new infrastructure acceptance and transfer of assets to City departments. Collaborate with the principal developer (TICD) on infrastructure delivery, construction management, interagency coordination, funding goals, and resource allocations. Work with the Primary Director and Chief Operating Officer to support public transit planning, construction, and integration, including on‑island transportation and ferry service. Coordinate the delivery of new affordable housing in partnership with the Mayor’s Office of Housing and Community Development. Advance TIDA’s public affairs, legislative, and political strategy, engaging stakeholders and ensuring transparency and inclusivity. Represent TIDA in public forums, community engagements, and regulatory agencies, advocating for project priorities. Maintain effective relationships with City, state, and federal agencies; community stakeholders; developers; and technical consultants. Ensure compliance with federal, state, and local laws, regulations, and requirements. Participate in budget development, managing division resources, and anticipating future needs. Minimum Qualifications Possession of a baccalaureate degree from an accredited college or university. Four or more years of demonstrated managerial experience directly designing, planning, regulating, permitting, or coordinating the construction/delivery of large‑scale mixed‑use or public‑private partnership projects, or large‑scale capital and transportation projects involving multiple right‑of‑way components and approvals from multiple public agencies. All four years of experience must have included the direct supervision of professional staff. Up to two years of qualifying experience may substitute for years of education on a year‑for‑year basis. Desirable Qualifications Direct experience leading or coordinating mixed‑use redevelopment projects requiring approval from multiple public agencies. Experience with large‑scale public‑private partnership or municipal infrastructure/transportation projects involving approvals from at least one public agency. Knowledge of zoning, design review, environmental review, and permitting requirements for mixed‑use development projects. Deep knowledge of environmental remediation standards and regulatory approval processes with Federal, State, and San Francisco agencies. Experience successfully advocating before regulatory agencies and legislative bodies to obtain approvals for large‑scale redevelopment projects. Experience presenting complex information and/or sensitive issues to stakeholders, boards, or commissions. Knowledge of urban sustainability and resiliency best practices. Experience planning, designing, delivering, or overseeing the maintenance of open spaces and parks informed by community participation.
