Minimum Qualifications

This position is grant-funded. Acceptable experience and education include a Masters Degree in psychology, social work, counseling, marriage and family counseling, or a related field from an accredited college or university, and a minimum of five (5) years of directly related experience in providing counseling, treatment and community or group work; with one (1) year experience in program, design, and development, and five (5) years supervisory experience in program management, personnel management, interagency collaboration, project management required and at least 1000 hours of documented experience treating substance use related disorders to qualify as a Qualified Credentialed Counselor (QCC); or any equivalent combination of experience and training which provides the required knowledge, skills, and abilities. Certificates and licenses required include: Licensed Professional Counselor (Licensed Professional Counselor Supervisor Preferred), Licensed Psychological Associate (Licensed Psychologist Preferred), Licensed Clinical Social Worker, Licensed Marriage and Family Therapist. A personal mobile smart device is required by the hire start date. May require or obtain by date of hire a valid driver's license applicable to job responsibilities, with a driving record acceptable to the County of El Paso. Must have telephone and report residence.

Minimum Requirements: Knowledge, Skills, and Abilities

Knowledge of Texas Behavioral Health Executive Council; Texas Health; Council on Sex Offender Treatment; Human Services Commission's, licensing standards under the Texas Administrative Code regrading clinical licensures; evidence based and best practices for working with adolescents and justice-involved families as well as youth with sexual behavior issues; family systems as well as program design and/or implementation; statutes and laws impacting the delivery of therapeutic services provided by the Clinical Unit; licensing standards; state and federal laws that pertain to counseling practices; the delivery of services for youth with mental and/or substance use issues; Texas Health and Human Services Commissions licensing standards for qualified mental health professionals; Texas Health and Safety Code, Texas Government Code, Texas Juvenile Justice Department, state and federal regulations regarding treatment services and facilities; English usage, grammar, punctuation and spelling; techniques for effective interpersonal communications; modern office procedures, methods and computer equipment to include Windows and Microsoft based products. Physical Demands

While working in the office, the incumbent will sit for long periods of time in front of a computer terminal using a keyboard and mouse, requiring hand and finger dexterity, the ability to see well enough to read documents and computer screens; lifting or carrying up to 30 pounds.

Typical Duties

Essential Duties: Is responsible for participating in oversight and the development of treatment plans, admissions and discharge summaries, and clinical staffing for services. Supervises clinical staff, overseeing staff meetings, the development of policies and procedures, performance metrics for grant funding, and ensuring compliance with all applicable standards; Is responsible for the performance management, direct oversight, and day-to-day operations of the assigned clinical unit; Is responsible for program management to include data collection, statistical reporting and program evaluation and improvement; Ensures Federal, State and Ethical standards as outlined by the Texas Behavioral Health Executive Council (TBHEC), Health and Human Service Commission (HHSC) and Texas Juvenile Justice Department (TJJD); Assists in overall functions/operations of the department's strategic and unit operational goals; Monitors fidelity of services provided, competency levels, and performance; Provides oversight of clinical documentation to include but not limited to treatment and discharge plans development, progress notes, summary reports, psychological/behavioral health evaluations, as well as aid in policy development and programming application; Provides input regarding service deliverables and clinical decisions for staff under their direct purview; Is responsible for quarterly data collection and analysis necessary for local, state and funding reports as well as to monitor treatment trends and population served; Enables and aids clinical team members in the decision-making process regarding supervision and service recommendations, staff development and modalities that may be applied to enhance service deliverables; Provides oversight of clinical matters through staffing and care management of clients served by clinical team members; Provides job oversight and development of job assignments, caseload ratios and expectations of team members; Provides direct clinical services and therapy to include screening, assessment, crisis intervention, individual, group and family counseling as well as support services to juvenile justice involved youth and families as needed and/or directed; Conducts training and develops training curriculum to enhance staff core, technical and leadership competencies; Is responsible for assisting in the creation, maintenance, and update of policy and procedures on a quarterly and/or annual basis; Addresses employee concerns and conflicts; troubleshoots and addresses complaints; Prepares and completes reports and other documentation in accordance with applicable standards, policies and procedures, federal, state and local requirements; Works collaboratively with appropriate staff and/or agencies to offer recommendations and implement solutions raised by the community, stakeholders or other department staff; Completes investigations as necessary or as directed; Troubleshoots concerns brought forward by parents, agencies, schools, Courts and employees; Assists with preparation of the annual budget; Assesses operations to identify gaps in policy and procedures; Ensures compliancy with local, state and federal licensing standards; Collaborates with the Clinical Services Director to review and audit clinical/therapeutic services and products, and all other services provided by the unit to ensure compliancy with departmental, state, federal and licensing standards; Develops and implements counseling, treatment and assessment schedules; Monitor and oversee work schedules, attendance, and productivity of the clinical team members; Conducts team meetings and monthly management sessions for performance management; Conducts performance evaluations of staff and develops appropriate goals for professional development and/or performance improvement; Assists in the development and issuance of improvement plans, corrective and disciplinary actions as necessary; Maintains collaborative relationships with State and local service agencies, institutions, law enforcement agencies, key stakeholders and treatment community providers to update, or develop new initiatives/programs to address community issues; May work in family homes in the community; Substitutes, if assigned, during temporary absences by performing delegated duties sufficient to maintain continuity of normal operations; Commits self to providing excellent customer service and demonstrate commitment through cooperative team and individual efforts; Creates a high quality work culture through participation in and emphasis on training and mentoring to develop leadership, management, and technical skills in self and all employees, including safety related training and skills.

Other Important Duties*: Performs such other related duties as may be assigned. Maintains a safe and healthy workplace environment. Must be available to work non-traditional hours and be on call as necessary on official business. As members of the County of El Paso Emergency Response System, all El Paso County employees are designated as Disaster Service Workers during a proclaimed emergency and may be required to train on emergency response and/or perform certain emergency services at the direction of their supervisor.

Job Summary

The Clinical Service Manager oversees and ensures quality therapeutic services within the Juvenile Justice System (outpatient and residential services). The incumbent applies Evidence Based Practices (EBPs) and best practice interventions are provided to youth and families involved in the Juvenile Justice System; as well as ensures assigned staff are adhering to fidelity models for therapeutic intervention, modalities and curriculums adopted. Ensures services are provided to meet established treatment standards as well as adherence to state and Federal statutes.
