Under the direct supervision of the Parks Supervisor, leads and performs a variety of skilled and semi-skilled work in the coordination, preparation, repair, and maintenance of park grounds and sport/activity fields; installation, maintenance, and repair of sprinkler irrigation systems; and the construction of special landscaping or public use areas. The Lead Parks Maintenance Specialist is the lead worker responsible for organizing and overseeing the work activities of one or more crews. Receives general supervision from assigned supervisory or management personnel. Exercises technical and functional direction over and provides training to lower-level classifications. This is the advanced journey-level in the Parks Maintenance series that performs the most complex duties required to ensure that City infrastructure, systems, and parks facilities to which assigned are maintained in a safe and effective working condition and provide the highest level of safety for public use. Responsibilities include performing a wide variety of tasks in the inspection, maintenance, and repair of assigned parks facilities and systems in a timely manner. This class is distinguished from the Parks Maintenance Specialist classification in that the latter is a journey-level class that does not exercise technical and functional direction over lower-level staff and does not perform the most complex duties assigned to the division. This position is distinguished from supervisory classifications in that the Lead Parks Maintenance Specialist does not exercise formal authority in such areas as discipline, grievance resolution, employee evaluation, hiring, and promotion decisions. Essential Job Functions Organizes and oversees work activities of an assigned crew. Checks work performed for quality and completeness; interprets general work instructions into specific work assignments, schedules work and instructs crew members in the methods and practices of the specified area. Plans, schedules, prioritizes, and assigns maintenance and repair work in consultation with Parks Supervisor; communicates status of repairs to appropriate personnel, working cooperatively to schedule repairs in accordance with established priorities and special operational priorities; instructs staff in work procedures. Trains employees in work methods, use of tools and equipment, and relevant safety precautions. Assists in developing short- and long-range plans, work plans, procedures, and schedules. Orders supplies and equipment for work projects; participates in vendor selection process; maintains records of purchase orders; may assist in developing budget figures for division. Performs a wide variety of maintenance, repair, and installation work in the City infrastructure, systems, and parks facilities to which assigned. Operates and maintains light, medium, and heavy duty equipment and trucks appropriate to the construction, maintenance, and repair of the City infrastructure, systems, and parks facilities to which assigned. Observes safe work methods and makes appropriate use of related safety equipment as required; corrects others' unsafe behavior if applicable. Responds to complaints and answers questions from public or escalates to supervisor, as necessary. Performs emergency repairs as necessary. Performs minor adjustments on service equipment; maintains tools and equipment in working order. Maintains logs of daily activities. Equipment Operation and Maintenance Operates equipment necessary to install and maintain the facilities and landscaping. Performs routine inspection and maintenance necessary for the efficient and safe operation of the equipment (safety inspection, grease and oil, hydraulic systems, etc.) Reports problems and coordinates the repair of equipment with the Fleet Services Division personnel. Department Organization Communicates with other department employees to effectively and efficiently coordinate work program. Communicates with employees from other departments and agencies in order to coordinate and implement the work program. Communicates with members of the general public in order to coordinate work programs and provide appropriate information about the city activities. Public Interaction Responds to questions from the public about City programs, facilities, and schedules. Provides direction to the public concerning safety issues related to the use of City facilities. Provides assistance in user conflict situations. Complete and/or coordinate other tasks and projects as assigned. Exhibit problem-solving skills leading to sound judgment and quality decisions. Education High school diploma or GED. Experience Six years of experience or vocational training in landscape construction and maintenance, construction or maintenance related to parks or grounds; or equivalent combination of education and experience. Required Certifications / Licenses Possess or obtain within six (6) months of hire: Oregon Commercial Drivers License, Class B Flagging Certificate Cave-in Protection/Competent Person/Confined Space CPR/First Aid and AED Certification Public Pesticide Applicators License - Ornamental and Turf Herbicide. Possess or obtain within eighteen (18) months of hire: ISA Certified Arborist; or Playground Safety Inspector Certification; or Irrigation Technician Certificate; or Certified Sports Field Manager. Knowledge, Skills, & Abilities Knowledge of basic principles of supervision and training. Knowledge of maintenance principles, practices, tools, and materials for maintaining and repairing parks, including landscape construction, street tree maintenance, irrigation, playgrounds, athletic and sports fields, and other related facilities and properties. Knowledge of the operation and minor maintenance of a variety of hand and power tools, vehicles, and power equipment. Knowledge of traffic control procedures and traffic sign regulations. Knowledge of applicable Federal, State, and local laws, codes, and regulations. Knowledge of safety equipment and practices related to the work, including the handling of hazardous chemicals. Knowledge of safe driving rules and practices. Knowledge of record keeping principles and procedures. Knowledge of computer software related to position. Knowledge of techniques for providing a high level of customer service to public and City staff, in person and over the telephone. Ability to plan, schedule, assign, and oversee activities of public works utility personnel. Ability to inspect the work of others and maintain established quality control standards. Ability to train others in proper and safe work procedures. Ability to identify and implement effective course of action to complete assigned work. Ability to oversee and participate in public works maintenance and related projects. Ability to perform construction, modification, maintenance, and repair work in parks and landscapes. Ability to operate specialized maintenance and repair equipment related to the area of assignment. Ability to set up and operate traffic area construction zones, including cones, barricades, and flagging. Ability to troubleshoot maintenance problems and determine materials and supplies required for repair. Ability to make accurate arithmetic calculations. Ability to read and interpret construction drawings and specifications. Ability to perform routine equipment maintenance. Ability to maintain accurate logs, records, and basic written records of work performed. Ability to follow department policies and procedures related to assigned duties. Ability to understand and follow oral and written instructions. Ability to organize own work, set priorities, and meet critical time deadlines. Ability to comprehend and use English effectively including producing all forms of communication in a clear, concise and understandable manner to intended audiences. Ability to use tact, initiative, and independent judgment within general policy, procedural, and legal guidelines. Ability to learn and implement City policies, procedures, regulations with respect to procurement, safety operations, and organizations. Ability to help develop a positive working environment and effectively utilize all resources of the City. Work Environment Work is mainly performed outdoors regardless of weather conditions. Fieldwork may occur in developed areas as well as active construction zones, including rights-of-way. The responsibilities of the position frequently place the employee in close proximity to heavy construction equipment, open excavations, uneven terrain, and paving projects. Incumbent may be required to work in extreme weather conditions, utilize chemicals, and work in active traffic zones. May be exposed to loud noise levels, cold and hot temperatures, inclement weather conditions, road hazards, vibration, confining workspace, chemicals, mechanical and/or electrical hazards, and hazardous physical substances and fumes. Physical Requirements Must possess mobility to work in the field; strength, stamina, and mobility to perform medium to heavy physical work, to work in confined spaces, around machines, and to climb and descend ladders, and operate varied hand and power tools and construction equipment; vision to read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone or radio. The job involves fieldwork requiring frequent walking in operational areas to identify problems or hazards. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate above-mentioned tools and equipment. Positions in this classification bend, stoop, kneel, reach, and climb to perform work and inspect work sites. Employees must possess the ability to lift, carry, push, and pull materials and objects weighing up to 75 pounds and heavier weights with the use of proper equipment. Cognitive Functions Work is performed with minimal direction and supervision. Incumbent is expected to function independently in daily tasks and use initiative and independent judgment on non-routine matters. Problems are identified and solved and only the most unusual or complex problems are referred to the supervisor. Incumbent must be capable of working with and effectively leading coworkers. Concentration and focus are required to complete detail oriented tasks. Employees may interact with upset staff and/or public and private representatives, and contractors in interpreting and enforcing departmental policies and procedures.
