Psychology Program Manager

Summary This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. Eligibility requires residency in the U.S., adherence to VHA policy, and submission of an EDRP application within four months of appointment. Program approval (up to $200 000 and one to five years) is determined by the VHA Education Loan Repayment Services program office following review of the application. Qualifications United States Citizenship: Non‑citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA policy. Education: Have a doctoral degree in Psychology from a graduate program accredited by the American Psychological Association (APA), the Psychological Clinical Science Accreditation System (PCSAS), or the Canadian Psychological Association (CPA). The specialty area of the degree must be consistent with the assignment for which the applicant is to be employed. OR Have a doctoral degree in any area of psychology and successfully complete a re‑specialization program that is completed in an APA or CPA accredited doctoral program. The specialty in which the applicant is retrained must be consistent with the assignment for which the applicant is to be employed. NOTE: The applicant must provide an official transcript or certificate documenting the completion of the re‑specialization program, which includes an APA or CPA internship. OR Have a doctoral degree awarded between 1951 and 1978 from a regionally‑accredited institution with a dissertation primarily psychological in nature. Internships: Successfully complete a professional psychology internship training program accredited by APA or CPA that is consistent with the assignment. OR New VHA psychology internship programs applying for APA accreditation are acceptable if sanctioned by the VHA Central Office Program Director for Psychology and the VHA Office of Academic Affiliations at the time of internship. OR VHA facilities that offered full‑time one‑year pre‑doctoral internships prior to PL 96‑151 (pre‑1979) are acceptable. OR Applicants whose internship was not accredited by APA or CPA may be considered eligible only if they are currently board certified by the American Board of Professional Psychology in a compatible specialty. Once board certified, the employee must maintain certification. OR Applicants with a doctoral degree awarded between 1951 and 1978 may fulfill the internship requirement by having an equivalent one‑year supervised internship experience at a site acceptable to the doctoral program. If not noted on transcript, a statement from the doctoral program verifying the experience is required. Licensure: Hold a full, current, and unrestricted license to practice psychology at the doctoral level in a U.S. state, territory, Commonwealth, or the District of Columbia. Exception: Non‑licensed applicants who otherwise meet requirements may receive a temporary appointment as a "graduate psychologist" at GS‑11 or GS‑12 under 38 U.S.C. § 7405(c)(2)(B) for up to two years, providing care only under supervision of a licensed psychologist. Failure to obtain licensure during that period justifies termination of the temporary appointment. English Language Proficiency: Psychologists must be proficient in spoken and written English per VA Handbook 5005 – Part II – Chapter 3, section A, paragraph 3j. Grandfathering provisions may apply to current VHA employees meeting criteria. Grade Determinations: Psychology Program Manager – GS‑14. Experience: At least three years as a professional psychologist, with at least one year at GS‑13 level. Demonstrated KSAs: Ability to organize work, set priorities, delegate tasks, meet multiple deadlines; knowledge of evidence‑based practices and guidelines and to guide staff; ability to work effectively with diverse individuals; skill in managing others to achieve program goals; translate goals into coordinated operations; establish and monitor performance standards; analyze problems and implement solutions. Physical Requirements: Office‑based, sedentary work. No manual labor beyond ordinary situations. Must be able to use a computer for electronic clinical charting. Travel to VAAAHS sites may be required periodically. Duties VA Careers – Psychologist: Total Rewards of a Allied Health Professional. Assigned duties include oversight of a Toledo Community‑Based Outpatient Clinic Behavioral Health Interprofessional Program Team. Program Management Responsibilities: Broad program management, including operation and management of key clinical, training, or administrative activities. Technical and administrative supervision of program staff, including several Title 5, Title 38, and Hybrid Title 38 positions. Provides clinical supervision, guidance, and consultation for staff and trainees. Implementation of programs and procedures. Oversight of administrative and programmatic resources. Monitoring of outcomes using a data‑driven quality assurance process for a program delivering specialized, complex services vital to the VA Ann Arbor Healthcare System. Continuous evaluation of outcome monitors, measurements, and improvements in all phases of substance use disorder treatment and quality improvement initiatives. Oversees development of new treatment protocols for patients. Direct responsibility for all aspects of psychological services in the program, including those conducted by trainees and staff. Considers and serves as a resource for other professionals concerning psychological services. Responsible for implementation of all directives and completion of all action items in a timely manner. Teaching Responsibilities: Provides didactic lectures and workshops across training programs. Conducts research, presents outcome data and results at VA and national meetings, and participates in manuscript preparation based on VA data. Assists trainees with research projects relevant to Veteran care. Clinical Responsibilities: Evaluates and diagnoses mental disorders; conducts psychological, neuropsychological, and brief assessments within competence; treats mental health, substance use, behavioral, physical, psychosocial, and psychiatric comorbidity problems with evidence‑based treatments. Completes clinical charting and documentation per Healthcare system standards and timeliness guidelines. Consults with other professionals concerning psychological services. Work Schedule: 8:00 am to 4:30 pm, Monday through Friday. Recruitment Incentive (Sign‑on Bonus): Not Authorized. Permanent Change of Station (Relocation Assistance): Not Authorized. Parental Leave: After 12 months of employment, up to 12 weeks of paid leave for birth, adoption, or foster placement. Child Care Subsidy: After 60 days, full‑time employees with income below $144 000 may receive a subsidy up to 25% of eligible costs, capped at $416.66 monthly. Retirement: Traditional federal pension (5 years vesting) and federal 401(k) with up to 5% VA contribution. Insurance: Federal health, vision, dental, term life, long‑term care (many can be carried into retirement). Telework: Available. Virtual: This is not a virtual position.
