About the Agency The Department of Housing Preservation and Development (HPD) oversees housing standards across all 3.7 million homes in New York City. Your Team The Office of Asset and Property Management (APM) leads the agency’s effort to protect the City’s investment in affordable housing and ensure that properties remain stable and affordable over the long-term. APM actively monitors the performance and regulatory compliance of projects sponsored, supervised, and owned by the City, and connects people to affordable housing opportunities. The Office of Asset and Property Management (APM) is composed of three divisions, which includes the Divisions of Asset Management, Property Management and Housing Supervision. The Division of Property Management is responsible for the management, maintenance, preservation, and regulatory compliance of HPD-owned properties throughout New York City. The division oversees a diverse portfolio that includes residential, commercial, mixed-use properties, vacant lots, and temporary housing while supporting long-term affordability, resident safety, and neighborhood stabilization. Your Impact The Senior Policy Specialist for the Division of Property Management will serve as a lead policy, strategic planning, program evaluation, and training resource for the Division. The position will provide senior-level analysis and recommendations to leadership on policies, regulatory requirements, operational practices, program performance, and strategic initiatives. The Senior Policy Specialist will evaluate existing policies and business practices, identify gaps and emerging risks, and develop recommendations that strengthen compliance, operational effectiveness, accountability, service delivery, and resident and property outcomes. The position will also support staff development by creating and delivering training to ensure policies, procedures, and regulatory requirements are consistently understood and implemented across the Division. Your Role The Senior Policy Specialist will serve as a strategic advisor and policy resource to Property Management leadership, translating complex operational and regulatory issues into practical policy solutions. The position will conduct policy research, analyze performance data, monitor legislative and regulatory developments, support division-wide initiatives, and prepare executive-level reports and recommendations. The Senior Policy Specialist will also assess training needs, develop training materials, facilitate staff training, and provide technical guidance to promote consistent implementation of Property Management policies and procedures. Your Responsibilities Research, analyze, develop, and recommend policies, procedures, and operational guidelines affecting Property Management programs. Review existing policies and business processes to identify gaps, risks, inefficiencies, and opportunities for improvement. Monitor Federal, State, and local laws and regulations affecting Property Management operations and recommend appropriate updates. Conduct policy and program evaluations to assess compliance, operational effectiveness, and performance outcomes. Analyze data and performance trends to support policy recommendations and executive decision-making. Develop key performance indicators, reporting tools, and evaluation frameworks. Prepare policy memoranda, executive briefings, reports, presentations, and recommendations for senior leadership. Lead and support cross-functional initiatives involving policy implementation, operational improvements, technology enhancements, and organizational change. Coordinate with Property Management units and agency partners to support consistent implementation of policies and procedures. Provide policy and technical guidance to management and staff. Identify recurring compliance or operational issues and develop corrective-action, policy, or training recommendations. Assess staff training needs and develop curricula, presentations, job aids, standard operating procedures, and reference materials. Coordinate and facilitate training on new and revised policies, procedures, regulations, systems, and operational practices. Evaluate training effectiveness and update materials based on policy changes, compliance findings, and operational needs. Support special policy, strategic planning, training, and organizational improvement initiatives as assigned by Property Management and APM leadership. Preferred Skills Strong policy analysis, research, critical-thinking, and problem-solving skills. Experience developing policies, procedures, executive recommendations, and implementation strategies. Experience conducting program evaluations, compliance reviews, and operational analyses. Strong written and verbal communication skills, including preparation of executive-level reports and presentations. Experience developing and delivering staff training, workshops, or technical assistance. Ability to translate complex policies and regulations into practical operational guidance and training materials. Strong organizational and project-management skills with the ability to manage multiple priorities. Ability to collaborate effectively with senior leadership, operational teams, legal counsel, and other stakeholders. Knowledge of housing, affordable housing, real estate, property management, or government operations. Experience using data and performance measures to support policy and operational decision-making. Proficiency in Microsoft Excel and PowerPoint and familiarity with reporting or data visualization tools. COMMUNITY COORDINATOR - 56058 Minimum Qualifications 1. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or 2. High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or 3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least one year of experience as described in "1" above.
