The County is expanding its response to address housing, mental health, and substance use issues. Qualified candidates will play a direct role in supporting the County’s mission to provide life‑changing opportunities for residents. Responsibilities Conduct legislative analyses and prepare policy briefs that influence local policy development and implementation. Direct development, implementation and ongoing review of workforce initiatives and programs in accordance with federal, state, local, and County requirements. Prepare directives, memos, letters, plans, reports, and recommendations supporting WIOA adult & Dislocated Worker, Rapid Response, National Dislocated Worker Grants, View email address on click.appcast.io, INVEST, LA:RISE, and other special workforce development programs. Serve as a subject‑matter expert; prepare training materials and provide training to system partners. Prepare and review proposals and forms for compliance with workforce development program policies and partnership development programs. Coordinate correspondence with the Board of Supervisors and funding agencies related to workforce development programs and initiatives. Collect, analyze, interpret, and present data to develop area allocation plans and support planning and evaluation of current programs. Develop plans to equitably allocate operational, programmatic, training, and business resources throughout the County. Direct technical assistance to increase the integrated planning capability of workforce development initiatives and programs. Build relationships with regional, sector, local businesses and employers, key stakeholders, and economic development entities to promote workforce development efforts and economic growth. Minimum Requirements Three years of confirmed experience in an administrative, management, or highly responsible staff capacity at the HSA I level or higher. HSA I positions involve directing intake or service provision, supervising a program unit, or performing highly specialized staff functions. Desirable Qualifications Experience with performance‑driven workforce development contract management, including performance management and technical assistance delivery. Experience with budget development, management, and closeout. Experience managing and supporting programs that serve vulnerable populations (Re‑entry, Former or Current Foster Youth, Persons Experiencing Homelessness, Veterans, and Public Assistance Recipients). Progressive experience in workforce development, business services, training, and education programs. Strong oral and written communication skills; ability to engage diverse audiences. Ability to collaborate effectively with a variety of stakeholders, including community‑based organizations, non‑profits, social enterprises, government agencies, educational institutions, and labor organizations. Experience with education and workforce development programs, including internships, pre‑apprenticeships, and training initiatives. Familiarity with grant management and securing funding for educational and/or workforce initiatives. Understanding of public affairs, government relations, and the political landscape affecting workforce development. Bilingual or multilingual abilities are a plus but not required. A history of working effectively in a leadership capacity within a complex organization. Strong negotiation, political savvy, interpersonal, and public speaking skills to flourish in this position. Special Requirement Information Experience is evaluated on a verifiable 40‑hour week. Prorated part‑time experience will be accepted. Include the number of hours worked per week for each position. License and Physical Class A valid California Class C Driver License or an alternative method of transportation to carry out essential job functions. Positions within this class require light physical effort, including occasional light lifting up to 10 lbs, and some bending, stooping, or squatting. Examination Content During the initial work assignment, performance will be evaluated at 100%. Those who achieve a passing score will be considered for permanent appointment.
