Department Information This position is only open to Colorado state residents. New employees to the State will be paid biweekly. There are 26 biweekly pay periods in a year. Description of Job About the Work Unit The Engineer in Training III (EIT III) works in CDOT's Alternative Delivery Program (ADP), which supports statewide regions in the delivery of projects through alternative methods such as Design-Build, Progressive Design-Build, and Contract Manager/General Contractor. The Alternative Delivery Program Is Responsible For Establishing a consistent approach to alternative delivery methods that complies with state and federal requirements. Evaluating and assessing alternative and emerging delivery methods for potential application. Providing consultation, guidance, and support to CDOT regions in selecting, developing, and delivering projects using these methods. Serving as a subject matter resource to support decision‑making and the application of industry best practices. Representing CDOT at the state, national, and international levels to exchange information, research, and best practices. Providing consultation and support to local agencies on federally funded projects using alternative delivery methods. About the Position Under the supervision of a licensed professional engineer, the EIT III applies engineering principles and judgment to support the Alternative Delivery Program. The role assists the ADPM in providing training, resources, and guidance to regional project teams to ensure consistent application of alternative delivery methods and compliance with applicable requirements. Responsibilities include providing technical support, research, developing tools, guidance, and reviewing documents. The position may provide recommendations as directed by the ADPM and may be assigned to priority or time‑sensitive efforts such as legislative inquiries, grant applications, and emergency response. Responsibilities Provide direct support to CDOT Statewide Regions in implementing alternative delivery methods: Work with Region Project Teams to apply the CDOT Project Delivery Selection Matrix, including facilitating discussions and providing technical input. Provide guidance, training, and resources to support the selection and implementation of appropriate delivery methods. Assist with alignment to program guidance and requirements. Communicate benefits, risks, and key considerations of alternative delivery methods to support informed decision‑making. Assist project teams in identifying and addressing compliance considerations with applicable federal, state, and local requirements. Serve as a point of contact for Region inquiries and provide timely, responsive support. Manage multiple priorities across several projects to ensure teams are prepared to deliver a successful alternative delivery program/project. Support the development, implementation, and maintenance of ADP tools, guidance, and resources: Assist in developing, updating, and maintaining program documentation, including guidance, manuals, and templates. Assist in developing and delivering training and resource materials for internal stakeholders. Conduct research and compile information on industry practices, lessons learned, and emerging delivery methods. Assist in tracking and maintaining program and project data to support reporting and decision‑making. Update program tools and systems, including dashboards or other tracking mechanisms. Assist the ADPM with consultant procurement activities, including scope development and task‑order support as assigned. Provide input to support program communications, policy considerations, and continuous improvement efforts. Participate in internal and external meetings, peer exchanges, or conferences and share relevant information with the program. Other duties as assigned. Work Environment Schedule: 8:00 a.m. – 5:00 p.m., Monday–Friday, with flexibility to meet work/life balance needs. Hybrid schedule: combination of in‑office and remote work. Approximately 4–8 overnight travel days per year throughout Colorado for PDSMs and trainings. Required to drive CDOT vehicles. Minimum Qualifications Current enrollment as an Engineer Intern by the Colorado State Board of Licensure. One (1) year of engineering experience. Substitutions: Current valid licensure as a Professional Engineer from the Colorado State Board of Licensure substitutes for Engineer Intern enrollment. Conditions of Employment Pre‑employment screening required: background checks, driving records, etc. Engineers‑in‑Training must obtain professional engineer licensure within eight years of initial appointment. A current valid driver's license is required for all CDOT positions requiring vehicle use. Preferred Qualifications Proven ability to perform duties described in the job. Years of state service experience related to the duties of this position. Highest work/personal ethics and integrity. Experience applying engineering principles, theories, processes, and best practices. Knowledge of civil engineering design and construction for transportation projects. Knowledge of CDOT Project Development Manual, CM/GC Manual, Design‑Build Manual, and PDSM Guidance Document. Experience working on Alternative Delivery Projects: Design‑Build, Progressive Design‑Build, CM/GC. Experience communicating technical information. Ability to work under tight deadlines and adapt to changing assignments. Ability to solve problems innovatively. Ability to work with stakeholders with sensitivity to their needs. Effective interpersonal and relationship‑building skills. Strong time and project management skills. Excellent reasoning, investigative, analytical, and problem‑solving ability. Excellent facilitation, presentation, and communication skills, both written and oral. Strong attention to technical detail and accuracy. Passion for safety. Fluency in Microsoft Office Suite, Gmail/Google Apps, SAP, and quick learning of other software systems.
