PSCI-LIA , a fast-growing 8(a), SDVOSB, and woman-owned small business, is seeking a Senior Records Manager & Custodian for an upcoming contract.

Position Summary:

Senior Records Manager serving as USTDA's primary Records Custodian (technical expert) for records management, archives, FOIA, Privacy Act, and Capstone Authorized Filers (CAF) work. Owns the Agency Records Management Program, leads training, conducts records on-boarding/off-boarding briefings, ensures NARA-compliant disposition of electronic and paper records, and supports FOIA case workflow end-to-end.

Key Responsibilities:

  • Serve as Records Custodian - primary technical expert for USTDA records management.
  • Identify, classify, organize, store, retrieve, and dispose of agency records in compliance with NARA, the Federal Records Act, FOIA, and the Privacy Act.
  • Maintain the Capstone Authorized Filers (CAF) document workflow; identify CAF records, integrate into official files, and support disposition (active, suspended, retired, reactivated).
  • Conduct semi-annual Records Management training for all USTDA staff (PWS D.1.3.1).
  • Deliver records on-boarding briefings to all new federal and contractor staff; conduct Records Management Exit Interviews for departing staff.
  • Compile USTDA's annual Records Management Self-Assessment data for NARA.
  • Triage and process FOIA and Privacy Act requests; communicate with requesters and Agency personnel.
  • Move large file boxes and physical archives (physical demand component).
  • Maintain Agency reference and reading-room materials.
  • Cross-train other IRC staff on records duties.

Required Education:

  • College degree REQUIRED in business, information management, library/information science, public administration, or a related field; OR equivalent documented work experience per RFP Section E.1.8.

Required Experience:

  • Minimum 10 total years of related work experience.
  • Minimum 5 years of records management experience, including Freedom of Information Act (FOIA) information management.
  • Experience creating and implementing records management policies, procedures, and retention schedules.
  • Experience evaluating program effectiveness and recommending improvements.
  • Experience providing training and technical assistance to staff.
  • Strong database, word processing, and data entry skills.
  • Excellent written and verbal communication skills.
  • Commitment to innovative and quality customer service.
  • Physical ability to move large numbers of files and/or file boxes.
  • Experience with administrative services such as office management, building/facilities management, HR, and/or policies and procedures.
  • Ability to provide on-site AV troubleshooting during events.
  • Ability to manage multiple tasks, prioritize work, and meet deadlines.
  • Ability to identify and resolve complex problems.

Preferred Qualifications / Certifications:

  • Certified Records Manager (CRM), ICRM, or equivalent records management certificate.
  • NARA Federal Records Management Training certificates (Records Management for Records Liaisons / Records Officers).
  • Prior FOIA officer or FOIA support experience at a federal agency.
  • Capstone records management familiarity.

Clearance & Eligibility Requirements:

  • US Citizenship required (PWS D.1.4).
  • Must possess or be able to obtain and maintain a final SECRET security clearance issued by DCSA. An active interim Secret may be acceptable for non-Project Manager positions per PWS D.1.5.1, subject to Contracting Officer discretion.
  • Candidates without a current clearance must be eligible to be processed for a Department of State (DOS) Personal Identification Facility Access Card (FAC) prior to start.
  • Must complete and pass Certification of Personnel requirements per RFP Section E.1.8 (Certification confirms availability for award and commitment to the position).
  • Must consent to and pass a USTDA non-disclosure agreement (NDA) and abide by USTDA dress code, FAR-mandated conduct, and DD-254 classification handling rules.

Compensation & Benefits:

Starting hourly rate: $32.00 plus SCA-mandated Health & Welfare benefit of $4.93/hr, 11 paid federal holidays, vacation (2 weeks after 1 yr; 3 weeks after 5 yrs; 4 weeks after 15 yrs), and sick leave. Final hourly rate determined by experience.
