Job Description

TITLE: Certified Procurement Officer (CPO) – Rural Programs

FLSA STATUS: Exempt

SUPERVISOR: Executive Coordinator

SALARY : $60,000-$70,000/year, commensurate with experience

POSITION DESCRIPTION: This position will manage the administration of two new rural programs – the Rural District Attorney Loan Repayment Assistance Program (19 OS 215.42) and the District Attorney Locality Incentive Program (19 OS 215.43).

REQUIRED QUALIFICATIONS:

• Current certification as an Oklahoma Certified Procurement Officer (CPO)
• Experience in procurement, contract administration, grants administration, financial/program administration, or a related field
• Experience reviewing documentation for compliance with program requirements
• Strong organizational and recordkeeping skills
• Ability to interpret and apply statutes, rules, policies, procedures, and program requirements
• Proficiency with Microsoft Office, particularly Excel and Word
• Strong written and verbal communication skills
• Ability to work independently, manage multiple deadlines, and maintain detailed records
• Valid Oklahoma driver license

PREFERRED QUALIFICATIONS:

• Bachelor's degree in business or public administration, accounting, finance, or a related field
• Experience with State of Oklahoma procurement processes
• Experience administering incentive, grant, reimbursement, or other state-funded programs
• Experience working with District Attorneys’ offices, other governmental entities, or public-sector programs
• Experience with Workday and PeopleSoft

DUTIES:

• Serve as the primary point of contact for participating District Attorneys’ offices and employees; provide technical assistance and guidance regarding program requirements and procedures.
• Administer program eligibility, participation, payment, and service requirements in accordance with applicable statutes, administrative rules, DAC policies, and program guidelines.
• Review and verify applications, eligibility documentation, loan documentation, payment schedules, procurement documentation, invoices, and other supporting records.
• Conduct and oversee procurement activities in accordance with Oklahoma purchasing requirements and applicable DAC policies.
• Process and coordinate program payments, including direct payments to qualifying loan service providers and incentive payments, and administer applicable payment schedules and reimbursement requirements.
• Develop and maintain program procedures, forms, tracking systems, and records; monitor participation, service obligations, expenditures, deadlines, and available funding.
• Identify deficiencies, communicate corrective actions, monitor compliance through resolution, and prepare reports and other documentation for DAC leadership, program committees, and the Legislature.
• Assist with development and revision of program policies and procedures; maintain confidentiality of sensitive information.
• Other duties as assigned.
