CONSTRUCTION SAFETY MANAGER

Job Description

UW Facilities manages the University's buildings, infrastructure, and land with more than 1,100 employees in a variety of fields. The Asset Management group includes the Project Delivery Group (PDG), Engineering Services, Campus Architecture and Planning, and Sustainability. UW Facilities also includes units such as Maintenance & Construction, Campus, Energy, Utilities & Operations, Transportation Services, and Safety. Supporting these groups, as well as the Emergency Management and Real Estate teams, are the Business Intelligence & Information Technology group, and the Finance & Administration group.

The Project Delivery Group (PDG) comprises an executive director, directors, project and construction managers, contract administrators, design and construction partners, within the Asset Management unit in UW Facilities. PDG is responsible for the delivery of capital projects that help fulfill the University's teaching, research, health care and innovation mission. From concept to completion to transition to occupancy, PDG leads the planning, design and construction required to execute and successfully complete projects ranging from small remodels to new buildings. As respected industry leaders, PDG brings experience, knowledge, a collaborative mindset, and a focus on client service to comprehensively manage all aspects of the different project delivery methods including critical patient care rosters, job order contracting, design-bid-build, GC/CM, design-build and public/private partnerships.

We have an outstanding opportunity for a Construction Safety Manager.

Under the general supervision of the Director of Construction and Safety, the Construction Safety Manger serves as the University's representative for portfolio safety program oversight, and capital construction risk management for the Project Delivery Group (PDG) at the University of Washington.

The Construction Safety Manager will be responsible for safety for all PDG sites, will work independently, will have decision making responsibilities that will directly impact the execution of multi-million-dollar contracts and will serve as the primary point of contact for safety-related expectations and issues.

Complexity

The Construction Safety Manager will have full responsibility for program oversight and execution ensuring all state and University safety requirements are followed and incorporated into projects for PDG, a department that delivers capital projects for all University of Washington assets, spanning over 800 acres across the Seattle, Bothell, and Tacoma campuses. This includes more than 500 buildings, totaling over 20 million gross square feet, multiple hospital facilities such as the UW Medical Center, and critical infrastructure including power plants and utility systems. The annual capital project expenditure is approximately $500 million.

This position executes the PDG safety program and quality oversight. This position's entire job is about independent safety management for any UW project where UW, via PDG, has responsibility and acts as the Owner (as opposed to the Employer). This relationship, and associated responsibility is critical, and defined by the contractual and legal obligations of General Contractors hired to perform capital construction work by UW/PDG.

Dimension

The position collaboratively develops and oversees the execution of safety program requirements scaled to each project's needs and operating standards. Additionally, this position collaborates within all team levels of the project, and University safety organizations, including the UW Facilities Safety Director and UW Environmental Health & Safety operations.

The portfolio of capital projects managed by PDG has historically led public and private sector safety metrics and strives for a culture of best-in-class safety practices. This position is responsible for driving the approach, practices, program development, communication, and culture for safety and quality management for our General Contractors UW construction projects. This role is also responsible for implementing a comprehensive safety program with responsibility for reporting PDG safety metrics to UW Facilities leadership and other agencies.

Responsibilities

Safety Program Oversight 90%
  • Function as a key partner for programmatic execution of safety expectations across all campuses PDG has active construction work.
  • Work with PDG Project, Construction, and Contract teams to develop, implement, and continuously improve Construction Operations, Safety standards, and control programs.
  • Provide day-to-day safety oversight collaborating with PDG construction managers as part of the University's lead representatives in managing the construction contracts, resolving issues, coordinating with campus operations, and ensuring safety on and around the jobsites and communicating PDG project safety issues to UW Facilities leadership.
  • Serve as the primary liaison with UW Facilities Safety, UW Environmental Health, and Safety, and other internal partners and external regulatory agencies.
  • Apply consistent safety oversight to a diverse portfolio of projects. The Project Delivery Group maintains a portfolio of projects that commonly exceeds $500M in construction at a given moment impacting significant areas of the Seattle, Tacoma, Bothell, and Medical campuses.
  • Serve as a proactive team member for the identification and elimination of risks during design.
  • Act as a focal point for all communication with respect to quality and safety matters.
  • Drive safety culture initiatives, leading communication and engagement practices around jobsite risk, utility outages, and construction impacts.
  • Conduct or oversee the investigation of work-related Safety and Quality incidents, ensure complete reporting, and provide recommendations for corrective action.
  • Develop curricula and conduct or facilitate training on a variety of topics related to safety and quality programs, initiatives and awareness.
  • Develop monthly, quarterly, and annual safety reports including statistics for use by Directors to conduct strategic planning.
  • Analyze data used to determine the Total Recordable Incident Rate (TRIR) and track trends for recordable incidents, then implement strategies to remediate safety incident trends.
  • Lead the development and implementation of Root Cause Analysis (RCA) processes following incidents, ensuring lessons learned are captured, corrective actions are identified, and program improvements are institutionalized.
  • Develop and apply safety scoring methodologies for Request for Proposal (RFP) evaluations to strengthen contractor selection and ensure alignment with UW's safety standards.

  • Participate in committees, working groups, and professional development opportunities to advance UW's commitment to safety excellence.
  • Support organizational initiatives that integrate safety into overall capital delivery practices.

Education & Experience

Required
  • Bachelor's degree in Engineering, Construction Management, Architecture, Occupational Safety and Health, Environmental Safety and Health, Industrial Safety, Public Health, Risk Management or a related field
  • Four (4) years of related experience in Construction
  • Ability to obtain OSHA 510 within 12 months of hire (if not already held)
  • Excellent written and oral communication skills
  • Strong organizational skills.
  • Demonstrated ability to set priorities and deal effectively with interruptions and constantly changing priorities.
  • Skilled in communications and able to work with people in a tactful and diplomatic manner, using good judgment, while exercising discretion and sensitivity.
  • Demonstrated ability to perform successfully as part of a team.
Equivalent education/experience will substitute for all minimum qualifications except where there are legal requirements, such as a license/certification/registration.

Desired
  • Experience working with Labor & Industries and other safety agencies in litigation avoidance
  • Experience working with facilities management, skilled trades personnel, and health and safety professionals to tailor worker safety programs for a large institution.
  • Experience in safety technical areas such as Prevention Through Design, fall protection, LOTO; electrical (arc flash, PPE, trouble shooting, high voltage); grounding and bonding, confined space entry; and hot work permitting; trenching and excavation; scaffolding; craning, hoisting, and rigging, conducting hazard assessments, incident investigations, developing hazard control programs, and developing and publishing written safety and compliance programs.
  • Certified Industrial Hygienist.
  • OSHA 510 / OSHA 500.
  • Higher education or public works experience.
Conditions of employment
  • Able to stand, walk, and climb ladders as applicable to have full mobility on a construction site.
  • Must be able to work in a non-smoking environment.
  • Possession of a valid Washington State driver's license.
  • Regular and predictable attendance is required.
  • In person on-site attendance required 5 days/week.
