• Develop and draft new employment-based immigration policies and regulations based on available data and internal and external input to ensure effective coordination and integration with USCIS goals and objectives.
• Serve as a spokesperson for the office and agency with interested internal and external stakeholders on various employment-based immigration programs, policies, and positions.
• Lead inter- and intra-agency working groups on a range of employment-based immigration issues and provides recommendations to achieve agency policy objectives.
• Develop and deliver oral and written briefings, talking points, and other publications for supervisors and senior leadership to address complex immigration issues that may impact USCIS and DHS senior level leadership decisions
• Conduct research and balanced assessment on employment-based immigration policies, statutes, directives, and regulations to support the development of policy guidance
• Analyze and devise solutions to resolve and mitigate risks and benefits and various immigration policy proposals.

Residency Requirement : There is a residency requirement for all applicants not currently employed by U.S. Citizenship and Immigration Services. This residency requirement states that candidates must have, for three of the last five years immediately prior to applying for this position; (1) resided in the United States; OR (2) worked for the United States Government as an employee overseas in a Federal or Military capacity, OR (3) been a dependent of a U.S. Federal or Military employee serving overseas.

Probationary Period: You may be required to serve a probationary period of 1 year.

Qualifications

The qualifications for this position must be met by 11:59 PM (Eastern Time) on 08/24/2026.

Current Federal employees must have served 52 weeks at the lower grade or equivalent grade band in the Federal service. The Time-in-Grade requirement must be met by 11:59 PM (Eastern Time) on 08/24/2026.

GS-14 : You qualify at the GS-14 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-13 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the majority of the following duties:

• Evaluating risks and benefits of multiple citizenship and immigration policy proposals and leading agency-wide policy examination efforts relating to employment-based immigration benefits;
• Conducting comprehensive research and assessments of directives, statutes, regulations and evaluating various immigration policies and initiatives related to employment-based immigration benefit programs;
• Interpreting and providing guidance on various immigration policy matters related to employment-based immigration benefit programs;
• Leading and facilitating as a spokesperson in interagency working groups to resolve citizenship and immigration issues and provide briefings and recommendations to senior leadership on matters impacting agency decisions.
