Duties

Help

• Serves as the final technical authority within CTMO for the mathematical, statistical, and logicalaspects of all plans and reports produced by the CTMO.
• Directs or personally conducts data collection, reduction, authentication, and analysis; and if required evaluation effort required in support of understanding the operational environment and evaluating effects.
• Independently initiates, directs, and conducts scientific evaluations of CTMO operations and effects delivery to determine effectiveness and make recommendations for adjustments to Information Activities to achieve desired effects.
• The design and development of automated databases; the application of mathematical models and computer programs for application to understand information effects across the domains and dimensions of the operational environment
• Conducts analysis, identifying and defining problems, developing alternatives, providing information and recommendations to the U. S. Cyber Command CTMO for planning, programming, budgeting, and allocation of training resources.
• Prioritization and allocation of resources required to support the command's diverse mission sand functional areas demands a continuous cycle
• Assessing the problem, selecting objectives, designing alternatives, collecting data, building new models, weighing budget and execution against performance, questioning assumptions and data, re-examining objectives, and exploring new alternatives.
• Completes these actions in an atmosphere of constantly enhanced budget controls and priorities.
• Works with various stakeholders and assists to solve complex problems and help consolidate input or recommend solutions that arise in the prioritization and integration of the Center's requirements.

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• The incumbent must be able to obtain and maintain a TOP SECRET SCI clearance as a condition of employment and must complete a counterintelligence scope polygraph exam.
• This is a Drug Testing Designated Position. This position is covered by the Alcohol and Drug Abuse Prevention and Control Program
• The incumbent is required to sign a DA Form 5019-R and must pass urinalysis testing, as required, prior to appointment, reassignment, or transfer and periodically thereafter
• The incumbent must meet NSA personnel security requirements outlined in NSA/CSS Policy 5-1
• Work may occasionally require travel away from the normal duty station on military and/or commercial aircraft up to 25% of the time
• The incumbent may be recalled to duty, may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays, and may be required to work overtime.
• A three year probationary period maybe required

In order to qualify, you must meet the experience requirements described below. You will receive credit for all qualifying experience, including volunteer experience. Basic Requirement for Operation Research Analyst: Degree: Bachelor's degree (or higher degree) in operations research; or a degree with at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

To qualify based on your experience, your resume must describe one year of specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled.

Specialized experience would be demonstrated by

1) Managing data collection or verification systems to establish baseline reporting frameworks for key organizational projects;

2) Analyzing program performance using structured models to assess overall effectiveness;

3) Advising senior leadership on strategic resource allocation or budget planning to ensure the successful execution of critical organizational programs.
