SENIOR SUPERVISORY ENGINEER/TECHNICAL AREA DIRECTOR

Summary You will serve as a SUPERVISORY ENGINEER in the Oceans Technical Department of NAVAL FACILITIES ENGINEERING AND EXPEDITIONARY WARFARE CENTER. This position is part of the Naval Facilities Engineering and Expeditionary Warfare Command (NAVFAC EXWC) Personnel Demonstration Project. The ND‑04 pay band encompasses positions equivalent to GS‑14 and GS‑15. Duties You will lead the strategic direction and tactical workload execution of multi‑disciplined engineering teams. You will manage teams of engineers, scientists and technicians providing technical expertise for operational waterfront and undersea infrastructure and equipment. You will coordinate with other Navy, Marine Corps, and DoW activities to provide technical expertise related to waterfront and undersea infrastructure and equipment. You will formulate budgets, staffing plans and technical expertise continuity plans for all divisions within the technical area. You will manage within annual budgets, control expenditures of funds, evaluate overall accomplishments, and be responsible for financial viability of all the divisions within the technical area. You will assure stewardship of technical authorities within the technical area. Qualifications This position has a selective placement factor that will be used to screen out ineligible candidates. The selective placement factor requires current registration as a Professional Engineer (PE) from any state, the District of Columbia, Guam or Puerto Rico. You must also demonstrate at least one year of specialized experience at or equivalent to the GS‑12 to GS‑14 grade level or ND‑03 pay band in the Federal service or equivalent experience in the private or public sector. The specialized experience must include: Leading technical staff to ensure technical area execution is focused to support customer requirements and demands; Advising and participating in strategic planning, resourcing, and management; Championing innovation and improving production processes; Guiding long‑range planning and strategic response to ensure products and services align strategically with technical area competencies. Education Applicants must meet the following basic education requirements: Successful completion of a professional engineering degree. The program must lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or include differential and integral calculus and courses more advanced than first‑year physics and chemistry in five of the following seven areas of engineering science or physics: statics, dynamics, strength of materials, fluid mechanics/hydraulics, thermodynamics, electrical fields and circuits, nature and properties of materials, and any other comparable area of fundamental engineering science or physics. Alternatively, current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico.
