Utility Analyst

Utility Analyst Full‑Time. Salary: $35-$45 per hour. Hybrid remote work up to three days per week after initial in‑office training. Application deadline: 7/21/2026. Responsibilities Act as an in‑house consultant on the regulation of public utility service, working independently or collaboratively on assigned projects that involve analysis and research across cost and financial accounting, auditing, economics, engineering, and regulatory practices. Advising management on trends and issues related to public utilities, including public utility regulation practice and theory, public policy, and terms, conditions, and pricing of utility services. Analyze public utility and industry data to determine rates, terms, and conditions of utility services. Audit financial records and books of a public utility to develop earnings and cost recovery recommendations. Conduct independent and coordinated research to establish policy positions on regulatory or utility matters. Review and analyze state and federal utility filings, including operational reports, financial statements, and SEC reports. Ensure compliance with applicable laws and regulations. Prepare presentations, written and oral testimony, and testify as an expert witness in hearings before the Public Service Commission or other forums. Develop, prepare, and present economic or engineering cost, financial feasibility, and compliance studies or cost modeling. Prepare utility property valuations, cost of service, and rate‑design studies. Assist with testimony and case preparation, including witnesses, pleadings, briefs, and arguments. Participate in settlement conferences or other constituent discussions or meetings. Qualifications At least three years of experience in accounting, economics, engineering, finance, public policy, data science, or law. Strong analytical and problem‑solving skills, with the ability to evaluate technical data and develop well‑supported conclusions. Proficient in Microsoft Word and Excel. Professional utility or utility regulation experience is preferred (trainable on the job). Knowledge of applicable laws, rules, regulations, policies, and procedures. Familiarity with research methods, techniques, and sources of relevant information. Ability to organize and conduct methodological examinations to analyze or identify underlying facts, principles, or trends. Ability to communicate complex technical information clearly and concisely in both written and oral formats. Experience dealing with people in a sensitive, tactful, and professional manner. Understanding of negotiation techniques and methods. Experience using analytical or reporting software. Capability to work independently with minimal supervision.
