Workforce Coordinator
The Workforce Coordinator is responsible for coordinating employment and training programs offered through Workforce Development initiatives and programs within the Department of Workforce Development (DWD) and as assigned by the Chester County Workforce Development Board through the Chester County Workforce Development Board Director and the department's Deputy Director.
Essential Duties
Basic Workforce Coordinator Roles:
- Oversee Provider/Subcontractor contracts and program services. Provide technical assistance and outline corrective action(s) as appropriate.
- Review issues that arise and prepare recommendations to solve; direct decisions to the Workforce Development Manager, appropriate agencies and individuals.
- Plan, prepare, and implement state and federally-funded grants as delegated by the Workforce Development Manager.
- Prepare all monthly and annual state reports as delegated by the Workforce Development Manager.
- Review correspondence and directives from the Workforce Development funding institutions in order to keep abreast of current requirements for participant eligibility within the Workforce Development Initiatives.
- Design and implement procedures and processes that promote efficient and effective contract administration internally and externally with subcontracted agencies.
- Provide technical assistance to all subcontracted agencies to introduce best practices and implement new initiatives to improve and expand program performance and compliance with regulations.
- Monitor contracts and programs to ensure success and compliance with program guidelines.
- Monitor program funds expended by subcontracted agencies to ensure program compliance.
- Maintain up-to-date knowledge of program regulations and changes.
- Monitor client activity and subcontractors case management services.
- Coordinate and evaluate data entered into Commonwealth Workforce Development System (CWDS).
- Provide CWDS data entry backup when necessary and as requested by the Workforce Development Manager.
- Participate in CareerLink Staff Meetings as well as any other Workforce Development Meetings assigned to this position by the Workforce Development Manager.
- Act as the Chester County Workforce Development Board Area representative on the PA Partners Technical Workgroups as assigned.
- Attend and represent the local workforce development area at annual conferences, seminars, workshops, community meetings and County-related meetings as appropriate.
- Develop a comprehensive understanding of and assist in the successful implementation and accomplishment of programs and activities that fulfill DWD's mission and Strategic Business Plan Initiatives. Workforce Development Coordinators will pay particular and specific attention to achieving the performance measurements outlined in the Career and Workforce Development and Youth Development Activities.
- Adhere to all policy, procedures, guidance and regulations set forth by the State and Federal entities, such as the Department of Labor, PA Department of Labor & Industry and PA Department of Human Services, and as it relates to the Workforce Innovation and Opportunity Act (WIOA). This includes following all the Federal Uniform Guidance.
- Perform other duties, tasks and special projects, as assigned
Title I WIOA Workforce Coordinator:
- Act as the Commonwealth Workforce Development System (CWDS) Coordinator for the Chester County Workforce Development t Board (WDB) when request are made as it realtes to the coordinator position.
- Responsible for completing all data entry and maintenance of the CWDS within external and internal program timelines as it pertains to Workforce Development Board Area Youth, Adult, Dislocated Worker, Incumbent Worker and other programs as needed.
- Attend regular state-hosted CWDS training opportunities.
- Generate CWDS reports for DCD and Workforce Development Team as required and requested.
- Train new users in CWDS system for Bureau of Workforce Development Program initiatives.
- Prepare and manage contracts and amendments, provide technical assistance to providers, maintain information regarding performance measurements and progressive programmatic updates for GIFTS and Strategic Business Plan data entry. Responsible for all aspects of contract processing, including the preparation and facilitation of pre-contract meetings, ongoing communication of regulatory and programmatic changes/updates/revisions, and be a conduit for relationship building and coordinate follow up when necessary, for all programs related to Welfare Initiatives, Adult and Industry Partnerships as assigned.
- Review and approve all invoices for all contracts for which this position is responsible to ensure programmatic compliance within the scope of the activity being funded.
- Coordinate the annual monitoring of all workforce development subcontracted agencies during the 3rd quarter of the program year.
- Review and verify the information in clients' files and communicate missing items to subcontracted agencies within external and internal program guidelines.
- Update monitoring tools and internal reporting forms, as requested, for Workforce Development programs to ensure program success. Work with and provide technical assistance to training providers to analyze and determine eligibility of training programs to enable them to apply for program approval to be included on the statewide training list.
- Responsible for reporting "approve" or "disapprove" status of training programs to the state and local Workforce Development Board.
- Coordinate any actions deemed necessary regarding the High Priority Occupations List.
- Assist in the coordination of the Workforce Development Board Meeting preparation process to include placing the catering order, requesting packet information from Workforce Development Board Partners, recording and processing meeting minutes, in addition to any other tasks related to the facilitation of the Workforce Development Board Meetings, as assigned.
- Serve as the facilitator of the local Workforce Development Board Training and Quality Assurance Subcommittee.
- Act as the Chester County Workforce Development Board Area representative on the PA Partners Technical Workgroups as assigned.
