Summary About the Position: As a Management Analyst, you will evaluate and improve the operational efficiency of Tobyhanna Army Depot's programs. You will be responsible for conducting management studies, analyzing complex work processes and staffing requirements, and presenting data-driven recommendations to leadership to optimize organizational performance. Responsibilities Conduct management and program analysis studies and develop recommendations to improve operational efficiency and effectiveness. Perform analysis of complex work processes and staffing utilization and recommend new or modified organizational structures. Prepare and present project papers, staff reports, and briefings to management to justify findings and encourage acceptance of recommendations. Apply qualitative and quantitative analytical techniques to evaluate program operations and resolve substantive issues of effectiveness. Specialized Experience: One year of specialized experience which includes: 1) Conducting analysis and implementing projects in accordance with principles and practices; 2) Developing data to evaluate business issues and monitoring the data from output trends and studies to make written and oral recommendations to leadership; AND 3) Developing resolutions to problems affecting organizational efficiency and affordability. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration or Business Management. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
