Senior Advisor to the Chief Asset & Capital Management Officer

SPECIAL ASSISTANT TO THE DEPUT - 95725 Position Description The Office of the Chief Asset & Capital Management Officer (CACMO) is responsible for overall leadership and oversight of departments within the Asset & Capital Management Division. In addition to day‑to‑day strategic management and coordination, the Office focuses on ensuring strong collaboration across A&CM and with all other parts of NYCHA, and effective portfolio management and continuous improvement. The CACMO is seeking to hire a Senior Advisor to support the CACMO in all areas of oversight and day‑to‑day management of the A&CM Division, and collaboration with other parts of NYCHA as well as external partners and stakeholders. In particular, the Senior Advisor will help ensure strategic alignment across the Division’s senior staff and departments. The Senior Advisor will also coordinate significant cross‑departmental, cross‑divisional, and external stakeholder collaboration to facilitate effective strategic decision‑making and implementation of operational processes and policies. In addition, the Senior Advisor will support the CACMO on fielding and addressing high‑priority requests and urgent coordination needs related to the Division’s work and coordination with senior internal and external stakeholders. Candidates for the Senior Advisor position should therefore have: a strong sense of commitment to public service and affordable housing; excellent analytical, problem‑solving, and interpersonal skills; demonstrated experience successfully leading major strategic and operational change initiatives; and, the ability to effectively represent A&CM within the organization and represent NYCHA in public forums and liaise with government partners and other stakeholders. Specific experience with building capital projects delivery capacity, operating and maintaining large capital assets, sustainability and resiliency, and/or architecture and engineering, is strongly preferred. Some key day‑to‑day responsibilities include, but are not limited to the following: Serve as a thought partner to the CACMO other A&CM senior leadership on strategic issues and division‑wide strategies, priorities and performance management, and represent the CACMO in key meetings to advance the AC&M Division’s agenda. Address high‑priority requests and urgent coordination needs, working closely with senior leaders within AC&M Divisions, across NYCHA, and externally. Identify and coordinate implementation of policy, procedural and systems improvements in AC&M departments and working with other divisions. Actively structure analysis and operational approaches, develop outputs and effectively project manage across diverse teams, and coach and support team members to do the same. Manage internal, NYCHA‑wide, and external communication from the Office of the CACMO, promoting accurate representation and understanding, and preparing briefing materials for the CACMO as needed. Strong political acumen and practiced in facilitating multi‑stakeholder meetings designed to achieve consensus on objectives. Experience collaborating with a diversity of cultures and sensitive to the challenges of low‑income populations. 1. A baccalaureate degree from an accredited college and four (4) years of satisfactory, responsible, full‑time experience in a large government agency or business firm with programs in the field of housing, real estate/management, housing construction, engineering or a related field of which at least eighteen (18) months must have been in a responsible administrative, consultative, managerial or executive capacity; or
2. Education and/or experience equivalent to "1" above. However, all candidates must possess eighteen (18) months of administrative, consultative, managerial or executive experience as described above.

Preferred Skills Preferred Qualifications, Skills & Experience- A bachelor's degree in a relevant field is required. A master's degree is preferred. Minimum of 7 years of progressive experience in government, capital projects management, business strategy and operations, housing finance and development, or a related field. At least 2 years of this experience must have been in a responsible consultative, managerial, or executive capacity. Strong analytic and technology skills, including Microsoft Office Suite, construction and broader program/project management software, data visualization and analytics, workflow automation and artificial intelligence approaches and platforms, are required. Knowledge of U.S. Department of Housing and Urban Development, New York State and City regulations related to pubic and affordable housing, as well as prior experience with public or affordable housing, is a strong plus.
