Civil Engineer - Project Manager

Founded in 2017, Huska & Horgan Engineering is an established, well-known civil engineering firm serving the greater Washington, D.C. area. We specialize in small to mid‑size residential and commercial projects. We have a healthy backlog with lots of repeat and new clients; we have worked on more than 1,250 projects. We are currently looking to hire a project manager to keep up with demand in the DC and Northern Virginia markets. Job Description Overview Huska & Horgan Engineering is offering an opportunity for a hardworking, motivated, independent, achievement-oriented, and honest individual to join our team. Due to our modest size, our team members have a direct impact on the company’s overall success and are exposed to all aspects of the design, permitting, and construction process. We are seeking an experienced project manager that is passionate about land development to help manage our Washington DC design team. The position will be in-person at our Reston office during the initial training & on-boarding phase. This period usually lasts one to two months, depending on the individual. Afterwards, you will be given the option to work remotely part time up to three days a week. You must live and remain in the greater Washington DC area. Qualifications Required Qualifications Bachelor’s degree in civil engineering PE licensed in DC, or a PE in VA or MD with the ability to obtain a DC PE within six months. Prior experience with land development in the Greater Washington DC area Excellent communication skills, both written and verbal Comfortable being the client-facing lead Proficiency in Microsoft Word and Excel, and AutoCAD Strong work ethic, willingness to learn a lot quickly Preferred Qualifications Direct experience with DOEE, DC Water laterals, and DDOT public-space permitting Ability to manage several small-to-mid-size jobs at once without much administrative support Responsibilities Serve as the primary point of contact for clients, architects, and contractors; keep them current on status, decisions, and issues to keep the project on schedule. Own project scope, schedule, fee, and quality from proposal through permit issuance, including proposals, staffing the design team, and plan review. Prepare and track permit packages and comment responses with DC agencies (DCRA, DOEE, DC Water, and DDOT/public space) and push applications through to approval. Support proposals and client relationships for DC work. Additional Responsibilities Participating in site visits to assess project feasibility, construction progress, verify compliance with engineering plans and permits, and identify potential issues or improvements. Gathering relevant data and conducting engineering calculations to support design decisions and project evaluations. Working collaboratively with multi-disciplinary teams, including architects, environmental specialists, and construction managers, to ensure seamless project delivery.
