The Office of Collective Bargaining (OCB) directs the state’s labor relations and human resources policy. This includes representing the State of Ohio as the chief labor relations entity in the negotiation of state labor contracts, managing dispute resolution through advocacy in mediation and arbitration, training state agencies on the labor contracts, daily contract administration and providing guidance to State agencies on the development of business continuity plans. OCB also provides guidance on human resources policies and application of civil service law to the state agencies, boards and commissions under the Governor’s authority. What you’ll do: Performs legal research on specific issues for Department of Administrative Services (DAS) Office of Collective Bargaining Deputy Director, Assistant Deputy Director & Lead Labor Relations, Human Resources Policy Administrators & Policy Analysts (e.g. researches unfair labor practices, civil service laws and rules, State Employment Relations Board decisions, court opinions and employment law issues) Analyzes & responds to unfair labor practice charges on behalf of State agencies, including contacting agency representatives to obtain information/documentation to support the State’s position on the charge to complete the response Reads, reviews & summarizes arbitration awards, based on legal research, prepares memoranda & performs various special projects as assigned. Performs a variety of duties relating to researching topics for arbitrations & mediations, writing briefs & closing arguments, assists advocates in preparing material & documents for mediation & arbitration. Contacts state agencies & other public/government entities to answer inquiries Assist supervisors in responding to agency inquiries Performs other duties as assigned Ohio is a Disability Inclusion State and strives to be a model employer of individuals with disabilities. Location Requirements: DAS’s core hours of operation are Monday to Friday from 8 a.m. to 5 p.m., however, daily start/end times may vary based on operational need across DAS divisions. Employees may begin as early as 7 a.m. and as late as 9 a.m., based on supervisory approval. This position performs work on-site daily at DAS’s office space. All answers to the supplemental questions must be supported by the work experience/education provided on your civil service application. Attachments will not be considered as part of your application. Travel required, as needed. Must provide own transportation or in order to operate a state vehicle, you must have a valid driver’s license. Selection devices such as a structured interview, proficiency instrument, and/or assessment may be required for this position. Applicants must demonstrate proficiency with a passing score of applicable selection device to be considered for this position. Regardless of a passing or failing score, all results will be maintained for 6 months. Applicant with a passing score will be retained and utilized for a 6-month period. Applicant with a failing score in the same position may not re-take the same selection device for a 6-month period.
