Associate Director, State Policy

This position is listed on behalf of a partner company, who manages all applications and next steps. Our partner is looking for an Associate Director, State Policy based in United States.

This role offers the opportunity to help shape state and federal health policy while advancing initiatives centered on community leadership and health equity.
You will support the development and execution of a strategic state policy agenda and identify emerging trends that can influence advocacy and policy campaigns.
The position combines policy analysis, strategic advising, partner engagement, technical assistance, communications, and cross-functional collaboration.
You’ll work closely with senior policy and organizational leaders while helping ensure state perspectives inform broader federal priorities.
The role also involves building trusted relationships with state advocates, community organizations, policymakers, funders, and other stakeholders.
You will contribute to high-impact policy materials and help translate complex legislative and regulatory developments into actionable strategies.
This is a fully remote opportunity for an experienced policy professional motivated by health equity, racial justice, and meaningful systems-level change.

Accountabilities

• Shape state policy strategy: Partner with senior policy and government affairs leadership to develop and execute a state policy agenda that reflects community priorities and aligns with broader federal policy objectives.
• Analyze policy developments: Monitor state and federal legislative, regulatory, and policy developments; identify emerging trends; and assess their implications for advocacy efforts and health policy campaigns.
• Connect state and federal priorities: Coordinate processes that ensure state perspectives, experiences, and priorities inform the development of federal policy strategies.
• Develop policy and technical assistance strategies: Work with program teams to establish issue-specific policy objectives, technical assistance approaches, and methods for evaluating progress and impact.
• Serve as a policy advisor: Develop deep expertise in priority health policy areas and provide strategic guidance and thought leadership on state and federal policy issues.
• Strengthen community partnerships: Support engagement with local community organizations and collaborate with state advocates to develop shared policy agendas and coordinated approaches.
• Create compelling policy communications: Partner with communications colleagues to produce issue briefs, blogs, educational materials, and other resources for policymakers, advocates, partners, and broader audiences.
• Build strategic relationships: Establish and maintain productive relationships with policymakers, legislators, public program officials, funders, state organizations, national organizations, and community-based partners.
• Support fundraising efforts: Contribute to fundraising strategy, donor and funder engagement, stewardship, proposal development, and reporting.
• Provide team leadership: Motivate and support policy colleagues and technical assistance providers, promote high-quality service to external partners, and potentially supervise junior policy staff or interns.
• Coordinate across teams: Identify connections between initiatives, facilitate collaboration across programs and functions, and help ensure policy work is aligned across the organization.

Requirements

• Professional experience: Bachelor’s degree with at least 8 years of relevant experience in health policy, or an equivalent combination of advanced education and relevant legal or health policy experience.
• Health policy expertise: In-depth understanding of health policy issues and the ability to analyze complex, intersecting legislation, regulations, and policies.
• Policy landscape knowledge: Strong understanding of state and federal policymaking processes, political environments, and how policy developments affect advocacy and campaign strategies.
• State policy experience: Demonstrated experience leading or supporting state-level policy campaigns is preferred.
• Public program knowledge: Extensive knowledge of state Medicaid, Marketplace, and related health programs and policies is highly desirable.
• Stakeholder engagement: Experience engaging with state policymakers, legislators, public program officials, advocacy organizations, and community partners is preferred.
• Strategic communication: Exceptional written and verbal communication skills, with the ability to translate complex policy issues into clear and persuasive messages.
• Analytical ability: Strong policy analysis, research, organizational, and problem-solving skills, with excellent attention to detail.
• Relationship building: Proven ability to develop trusted relationships and collaborate effectively with diverse stakeholders and partners.
• Collaboration and leadership: Ability to work across teams, manage conflict constructively, motivate colleagues, and contribute effectively as a versatile team player.
• Independent execution: Comfortable managing multiple priorities, working independently, exercising sound judgment, and organizing work with limited direction.
• Mission alignment: Commitment to health equity, racial justice, social change, and community-centered approaches to policy advocacy.
• Education preferred: A master’s degree in public policy, public health, public administration, or a related field is a plus.
• Travel: Ability and willingness to travel approximately 3–5 times per year, depending on organizational needs.
