Position Summary Under the direction of the Assistant Superintendent of the Human Resources Department, the Human Resources Coordinator I leads and manages the District's complaint processes and supports key human
resources functions to ensure compliance with federal and state laws, District policies, and professional standards. This position is responsible for overseeing all complaint procedures, including Title IX, California's Uniform Complaint Procedures (UCP) and District level complaints while also supporting
broader human resources programs as assigned. The Coordinator serves as the District's lead investigator, ensuring that all complaints are addressed in a timely, equitable, and legally compliant manner. The role reinforces BCSD's commitment to safe and welcoming environments while strengthening systems for responsiveness, accountability, and continuous improvement across the organization. • California Administrative Services Credential required Experience • Experience conducting investigations (Title IX, HR, or legal)

• Teaching, student services, and/or site administration experience desirable Knowledge • Title IX regulations
• California Education Code and Uniform Complaint Procedures
• Human resources practices in public education

Staff as assigned Essential Duties and Responsibilities 1. Complaint Management & Investigations • Receive, monitor, and manage all complaints filed under Title IX, UCP, and other District
complaint processes
• Coordinate receipt, referral, and resolution of complaints from staff, families, and community
members
• Conduct prompt, thorough, and impartial investigations in accordance with legal
timelines
• Investigate complaints not resolved at the site level and recommend or determine appropriate
resolutions
• Interview staff, parents, and other parties as necessary
• Prepare clear, comprehensive written reports, determinations, and correspondence
• Ensure implementation and monitoring of corrective actions and remedies
• Maintain strict confidentiality, neutrality, and professionalism throughout all
processes 2. Compliance & Systems Alignment • Ensure District compliance with:
o Title IX regulations
o California Uniform Complaint Procedures (UCP)
o District Board Policies and Administrative Regulations
o Applicable federal and state laws, including personnel-related requirements
• Maintain a centralized system for tracking complaints, timelines, and outcomes
• Keep accurate records in accordance with legal retention requirements
• Prepare reports, documentation, and data analysis to support compliance and
decision-making 3. Human Resources Program Support • Assist in the administration of District human resources programs as assigned
• Collaborate with District leadership on investigations, employee relations, and personnel
matters as appropriate
• Provide support in resolving workplace conflicts and concerns 4. Leadership Support & Capacity Building • Provide guidance to site administrators and departments regarding complaint procedures and
response protocols
• Support effective conflict resolution at the site and district levels
• Design and deliver professional learning focused on:
o Legal compliance (i.e. Child Abuse and Neglect Reporting Act ("CANRA") training, Sexual
Harassment Prevention Training)
o Complaint procedures
o Investigations
o Progressive employee discipline 5. Communication & Community Engagement • Serve as the primary point of contact for complainants, respondents, and stakeholders
• Ensure communication is timely, respectful, and aligned with District values • Develop and maintain effective working relationships with staff, families, and community
members
• Support a culture of trust, transparency, and responsiveness across the district 6. Policy Development & Continuous Improvement • Support development and revision of Board Policies and Administrative Regulations related to
complaints and personnel practices
• Ensure alignment between policy, practice, and legal requirements
• Monitor trends and recommend improvements based on data, findings, and best practices 7. Supervision & Other Duties • Supervise staff as assigned
• Perform other related duties as assigned Terms of Employment SALARY: $155,410 - $188,734 Annually, 223 days
(max salary includes longevity & education stipends) Evaluation
Performance will be evaluated in accordance with the District's "Improvement of Professional Services"
