Duties

Help

• Advise on a variety of financial program changes to ensure efficient operation for the department.
• Interpret governing regulations and analyze operating procedures. Interprets and applies guidelines from higher headquarters.
• Provide expertise and offer resolution to reconcile account receivables for the Program.
• Provide training whenever required, assist with monitoring team productivity and quality of billed claims and follow up activity to collect revenue.
• Working independently with automated accounting systems such as General Fund Enterprise Business System (GFEBS) and MHS GENESIS Revenue Cycle for work queues and extracting reports.
• Reviews budget submissions for accuracy and adequacy through integration and utilization of budgetary data submitted by customers. Ensures the integrity propriety and timeliness of accounting and budgeting transactions.
• The incumbent is required to assist with the assignment of claims, serve as a resource in Patient Accounts, provide exceptional Customer service when interacting with Patients and Key Stakeholders.
• Works with multiple databases, using current computer applications that are available.
• A variety of other fiscal, accounting, or financial management duties and responsibilities may also be performed by incumbents of this position depending on the needs of the organization.
• Generate, filter, interpret and filter financial data for the Uniform Business office.

Qualifications

Management may select at any of the grade levels announced. Duties described reflect the full performance GS-11 level. Duties will be performed in a developmental capacity under close supervision. GS-9:

Specialized Experience: One year of specialized experience which includes reviewing budget submissions for accuracy and adequacy; providing recommendations on distribution of funds; monitoring expenditures for appropriateness and availability of funds; and providing training on custom financial reports and reconciliation of trial balance. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).

Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Finance, Accounting, or Budget.

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-7).

GS-11:

Specialized Experience: One year of specialized experience which includes analyzing and reconciling a variety of accounts and financial transactions within multiple systems; providing financial analysis and transactional support; generating daily and non-daily general ledger reports for audits; and serving as a Customer Service Representative in support of patient accounts. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Finance, Accounting, or Budget.

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
