Summary This position is located in the Department of Health and Human Services, Assistant Secretary for Administration, headquartered in Washington, District of Columbia. Responsibilities WHAT YOU'LL BE DOING DAY TO DAY As a Financial Management Analyst, you will use your knowledge of and experience to optimize business results and customer experience by: Incumbent works directly with the Budget Director and serves as a senior advisor and as an authoritative source of information on a broad range of budget and finance issues. Provide expert advice and assistance to ASA senior staff in identifying and resolving deficiencies and implementing corrective actions necessary to ensure the sound financial management of their programs. Develop, implement, review and evaluate financial integrity/management control policies and procedures and develops strategic results-oriented plans consistent with agency goals, objectives and indicators of financial integrity/quality assurance with a knowledge of the Federal framework, requirements, policies, and procedures of the Federal Managers Financial Integrity Act (FMFIA) as well as the Chief Financial Officer's (CFO) Act. Performs a wide range of analytical, technical and advisory functions related to the budget and financial process. Requirements Conditions of Employment Qualifications WHAT WE ARE LOOKING FOR Minimum Qualifications: You must have one year specialized experience to perform successfully the duties of the position. To be creditable, specialized experience must have been equivalent to at least the GS-13 grade level in the Federal service performing ALL of the following: Conducting financial analyses for programs within the organization. Examining costs and estimates and develops alternative or new cost methodologies to produce independent cost estimates. Investigating new cost methods and approaches, develops complex financial models, proposes new cost strategies, and develops cost estimating policies using a wide range of analytical and statistical techniques. Assessing systems and procedures used to generate financial reports for the quality, and utility of the data and data displays.
