Manager Of Program Services

The manager of program services strategically manages and oversees operations of specific programs/grants related to special population health engagement, counseling, case management, and health education services. In this role, job duties include managing direct and indirect reports, adhering to budgets, tracking deliverables for assigned grants/programs, and conducting data analysis and report writing. The manager of program services will also be responsible for building relationships with community partners and identifying new partners and new sites for providing services.

• Coaching and counseling staff and administering appropriate disciplinary action in a timely manner.
• Gathering and analyzing data on programs, creating relevant and usable reports on program data and metrics. Participating in the evaluation and quality assurance process of programs/grants. Ensuring timely and accurate reporting is provided to funders and other agencies. Keeping program in compliance with grant and regulatory requirements.
• Identifying, building, and maintaining relationships with community, county, federal, and local grantors, identifying opportunities for new funding sources and representing FHCSD to community partners. Partnering with foundation and program directors to participate in the grant writing process.
• Overseeing the daily and strategic operations of assigned programs and grants. Ensuring completion of grant/program goals and objectives, through subordinate personnel. Generating and implementing plans for maximizing services.
• Participating in continuous improvement activities and ensuring appropriate lean tools (i.e., 5s, a3) are deployed and results are evaluated and/or measured.
• Performing other duties as assigned.
• Preparing program budgets, monitoring all grant expenditures according to approved budgets, ensuring revenue is adequate to support programs, ensuring timely and appropriate expenditures of funds, and reviewing purchasing requests related to assigned programs.
• Providing/ensuring staff receive all new hire and annual trainings on time.

Education/certifications/licenses/registrations:

• Bachelor's degree in public health, social sciences, business administration, health care administration, nursing, or closely related field required. Master's degree in relevant field preferred.
• 3 years of experience in working with organizations serving the patient population for assigned programs required (i.e., HIV/AIDS, homeless, LGBT, etc.)
• 5 years of experience in program management in health care field required.
• Or equivalent combination of education and experience that provides the skills, knowledge and ability to perform the essential job duties, and which meets any required state or federal certification requirements.
• For the AOD services department (159) only: valid certification from a California state substance use disorders (SUD) services certifying agency preferred.

Experience/specialized skills (including language):

• Ability to work well in both a team-based environment and independently.
• Basic computer literacy ability to comply with department needs and expectations (i.e., electronic medical record documentation, obtaining background information and reports on patients, following up on appointments, etc.).
• Bilingual in English/Spanish preferred.
• Demonstrated ability to be culturally sensitive and respect diversity.
• Demonstrated project management and oversight skills.
• Excellent interpersonal and customer service skills.
• Excellent written and verbal communication skills.
• Knowledge of supervisory practices and techniques, including performance management and employee development.
• Knowledge of, and ability to, create, maintain, and adhere to budgets, fiscal planning, grant programs, and reporting requirements at a managerial level of responsibility.
• Strong analytical and problem solving skills.
