DOL oversees 26 boards of registration, which license and regulate more than 500,000 individuals and businesses to practice over 100 trades and professions. DOL also licenses and regulates the Office of Public Safety and Inspections (OPSI), and the Office of Private Occupational Schools. The mission of DOL is to protect the public health, safety and welfare by licensing qualified individuals and businesses to provide services to consumers. In addition, it is the duty of the DOL to ensure fair and consistent enforcement of the licensing laws and regulations. About the Role: The Plumbing Inspector (Compliance Officer III) is responsible for the permitting and inspection of all plumbing and gas fitting work undertaken on state owned, used, or leased properties. In addition, as requested, the State Inspector assists the Division of Occupational Licensure’s Office of Investigations in the resolution of complaints filed with the Board of State Examiners of Plumbers and Gas Fitters (“Board”) by assisting with the investigation, evaluation, and prosecution of complaints. More generally, the Plumbing Inspector serves as a consultant and in-house expert to both DOL and the Board regarding code issues. The Plumbing Inspector is responsible for inspecting state-owned buildings undergoing work related to 248 CMR. Duties and Responsibilities: Under the direction of DOL and/or the Board, perform inspection work under 248 CMR to ensure compliance with applicable standards, as well as applicable state laws and regulations. Administer permitting of state construction projects and enforcing relevant code provisions, and/or Board regulations or statutes. Inspect plumbing and gas fitting work for which permits have been issued in connection with construction projects on/in state-owned buildings, and all other buildings that are owned, used or leased by the Commonwealth of Massachusetts. Assist plumbing and gas fitters and engineers related to work regulated by 248 CMR. Consult with and provide advice to other DOL personnel, offices, boards or other state officials about plumbing and gas fitting standards and practices, as requested. As requested by DOL’s Office of Investigations and the Board, review complaints, reports, documents and pertinent information received in complaints filed with the Board alleging violations of plumbing and gas fitting regulations, to determine the appropriateness of the complaint, appropriate action to be taken, and/or to refer complaints to an appropriate outside Agency. Prepare reports concerning assigned activities to provide requested information and make appropriate recommendations. Respond to inquiries to provide information concerning DOL policies and procedures, laws, and rules and regulations as they relate to the Board and/or the plumbing and gas fitting profession. Assist with public record requests by providing documents and/or other responsive information to the DOL’s public records Unit. Confer with parties to complaints in to resolve issues, make appropriate settlements and to encourage compliance with established laws, rules and regulations. Prepare reports concerning assigned activities to provide requested information and make appropriate recommendations. Perform related duties such as maintaining records, attending meetings, and preparing correspondence. As requested, make recommendations concerning changes in policies and procedures governing assigned Unit activities. Confer with management staff and other agency personnel to provide information, resolve problems and/or recommend changes in policies and procedures. Review and analyze reports, memoranda, etc. for accuracy, completeness and content and to take appropriate action to resolve problems. As requested, testify at hearings. Other duties, as assigned. Preferred Knowledge, Skills, and Abilities: Knowledge of 248 CMR, the Massachusetts Plumbing and Gas Code, and other related codes. Knowledge of the methods of general report writing. Ability to write concisely to express thoughts clearly and to develop ideas in logical sequence. Ability to gather information through questioning or observing individuals. Ability to accurately record information provided orally. Ability to use investigative techniques to obtain information. Ability to gather information by examining records and documents. Ability to assemble items of information in accordance with established procedures. Ability to maintain accurate records. Ability to determine the proper format and procedure for assembling items of information. Ability to analyze and determine the applicability of data, to draw conclusions and make appropriate recommendations. Ability to prepare general reports. Ability to read and interpret legal documents such as court decisions, briefs, opinions, contracts, etc. Ability to exercise discretion in handling confidential information. Ability to understand, explain and apply the laws, rules, regulations, policies, procedures, specifications, standards and guidelines governing assigned unit activities. Ability to exercise sound judgment. Ability to establish rapport with persons from different ethnic, cultural and/or economic backgrounds. Ability to deal tactfully with others. Ability to establish and maintain harmonious working relationships with others. Ability to motivate others. Ability to give oral and written instructions in a precise, understandable manner. Ability to communicate effectively in oral expression. Ability to follow written and oral instructions. Ability to maintain a calm manner in stressful and emergency situations. Ability to adapt to varied work situations. Ability to work independently. Ability to operate a motor vehicle. Knowledge of investigative techniques. Licensee and/or Certification Requirements: Must possess an active Massachusetts, or reciprocal State driver’s license, and have access to an automobile. Must possess an active Massachusetts Plumbing and Gas License in good standing. Qualifications Minimum Entrance Requirements: Applicants must have at least (A) four years of full-time, or equivalent part-time, experience in investigatory or law enforcement work, or regulatory administration work (B) and equivalent combination of the required experience and the substitutions below.
