Health Care Data Liaison

Overview Center for Health Information and Analysis (CHIA) monitors the Massachusetts health care system and provides reliable information and meaningful analysis to improve health care quality, affordability, access, and outcomes. The Health Care Data Liaison will review and analyze data collected by CHIA from service providers and payers, ensure data compliance, troubleshoot issues, and serve as the primary point of contact for MA APCD and Case Mix submissions. Responsibilities Conduct data compliance reviews and analysis for service providers and payers. Serve as liaison between MA APCD/Case Mix submitters and CHIA, providing telephone, email, and in‑person support on data sets, definitions, mapping, and FileSecure submissions. Assist carriers/providers with initial setup, test, production data entry, and submitter troubleshooting. Analyze variance requests to maximize data completeness and set realistic thresholds for carriers/providers. Work closely with data analysts, programmers, and stakeholder teams to resolve technical and non‑technical issues. Provide subject‑matter expertise for data collection, file layouts, field contents, and validation rules. Maintain and improve data documentation, reporting, and quality assurance processes. Identify opportunities for automation and process improvement to support data compliance monitoring. Collaborate with business units, sister agencies, and external stakeholders to align data requirements and standards. Qualifications Strong knowledge of MA APCD and/or Case Mix datasets, discharge/claim cost data, and related filing guidelines. Experience troubleshooting and resolving data issues across large datasets. Ability to communicate technical information to both technical and non‑technical stakeholders. Demonstrated ability to develop and enforce data validation rules and reporting. Preferred Qualifications Experience working with medical claims, membership, and related data. Experience in customer service for medical claims or membership data collection. Proficiency with large data files, data cleaning, and analysis. Strong problem‑solving skills, including forecasting, recommending solutions, and executing change initiatives. Excellent written, verbal, and presentation skills and the ability to produce clear documentation. Ability to manage concurrent projects with overlapping deadlines. Minimum Entrance Requirements Applicants must meet one of the following analyst levels and corresponding experience or education requirements (see full policy for details): Analyst I: Minimum 2 years of relevant experience or a bachelor's degree in a health‑care related field. Analyst II: Minimum 3 years of relevant experience or a bachelor's degree plus up to 2 years of experience; graduate degree may substitute for up to 3 years of experience. Analyst III: Minimum 4 years of relevant experience or a bachelor's degree with up to 2 years of experience; graduate degree may substitute for up to 3 years of experience. Total Compensation Competitive salary ranges: Analyst I $62,782.98 – $89,679.72, Analyst II $72,172.36 – $104,315.38, Analyst III $82,789.72 – $120,508.44.
