General Ledger Specialist – Senior Accounting Officer (Specialist) $6,031.00 – $7,547.00 per month (New-to-State candidates will be hired at the minimum classification salary or the minimum of an alternate range). Final Filing Date: 5/19/2026 Overview The Fiscal Services Division (FSD) is seeking a Senior Accounting Officer (Specialist) in the AB 32 Unit to join a supportive, collaborative team that values growth, partnership, and innovation. As part of a division that safeguards the California Air Resources Board’s (CARB) fiscal integrity, you will contribute to meaningful work that supports statewide clean‑air and climate initiatives. Working Conditions This position may be eligible for hybrid in‑office work and in‑state telework. Telework is at the agency’s discretion and is based on CARB’s telework policy. Some in‑person attendance is also required. Employees who do not reside in California are not eligible for telework. Responsibilities Perform complex accounting functions for CARB and CalEPA related to AB 32 funds, including Greenhouse Gas reduction Fund (GGRF), Cap‑and‑Trade auction proceeds, and Cost of Implementation Account (COI) revenues. Analyze, reconcile, and report financial data. Prepare monthly reconciliations and year‑end financial statements. Ensure compliance with GAAP, SAM, DOF, and SCO requirements. Use FI$Cal, GGRFAS, and other systems to maintain fiscal integrity while serving as a liaison to program staff, control agencies, and executive management. Minimum Requirements Applicants must meet the minimum qualifications listed in the Class Specification for the Senior Accounting Officer (Specialist) classification. Minimum qualifications include: Experience with public accounting principles and practices. Proficiency with California’s Financial Information System (FI$Cal) or equivalent. Strong understanding of federal, state, and local accounting regulations. Ability to prepare and analyze financial statements. Desirable Qualifications Demonstrated expertise in accounting and financial record‑keeping, with a strong working knowledge of the State Accounting Process. Proven general ledger experience, preferably within FI$Cal. Solid understanding of public business administration principles, employee supervision, development, and training. In‑depth knowledge of principles and best practices that promote exceptional customer service. Experience in systems development, process improvement, and operational optimization. Strong oral and written communication skills. Excellent organizational abilities and effective time‑management skills. Ability to work independently, exercise sound judgment, and show initiative.
