Summary You will serve as a HUMAN RESOURCES SPECIALIST (MILITARY) in the SECRETARY OF THE NAVY COUNCIL OF REVIEW BOARDS (SECNAVCORB). Learn more about this agency Duties Help
- You will be responsible for writing comprehensive summaries incorporating pertinent facts, legal interpretations, equitable aspects involved, and any previous legal citations, precedents, and any applicable DON and Marine Corps policies.
- You will negotiate with attorneys and/or applicants in matters pertaining to the applicant's issues and the nature and quality of relief requested.
- You will present to a Board of senior military and Federal civilians in the DON where such action is necessary or appropriate to correct an error or to remove an injustice in personnel records.
- You will review, analyze, and determine the adequacy of supporting materials for discharge reviews, fitness for continued service, or related Board actions for active, reserve, retired, or discharged Navy and Marine Corps personnel.
- You will attend and participate in oral hearings and executive sessions in an advisory capacity, presenting to an executive Board a summary of facts in each case based on a comprehensive analysis of the application and supporting materials.
- Must be a US Citizen.
- Must be determined suitable for federal employment.
- Must participate in the direct deposit pay program.

- Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
- Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
- Males born after 12-31-59 must be registered for Selective Service.
- You will be required to obtain and maintain a secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- PCS is not authorized for this position.
- Serving as a voting board member on formal military or regulatory administrative bodies with demonstrated authority to weigh in on procedural matters, evaluate contested evidence, and guide a panel to a final recommendation on retention, discharge, or characterization of service.
- Acting as a Preliminary Hearing Officer (PHO), Adjudicating Officer, or Investigating Officer (e.g., under Article 32, UCMJ, or Inspector General frameworks) in complex, adversarial matters; including administering oaths, reviewing conflicting testimony, evaluating evidentiary sufficiency, and authoring formal written reports containing findings of fact, conclusions, and formal disposition recommendations.
- Participating in formal, adversarial administrative hearings or regulatory appeals; including conducting pre-hearing conferences, ruling on the admissibility of non-legal technical evidence, controlling the examination of witnesses, and issuing written agency decisions.
- Drafting complex, procedurally accurate, and legally sufficient final agency decisions, board reports, or adjudications; demonstrating the ability to synthesize voluminous evidentiary records, apply regulatory frameworks, and produce error-free written determinations that routinely withstand appellate or judicial review.
- Writing comprehensive investigative reports, findings of fact, and recommendations (such as Article 32, or Inspector General reports) that logically connect gathered evidence to statutory or regulatory standards, requiring minimal substantive revision by legal advisors.
- Summarizing case files, drafting preliminary findings of fact, or writing advisory memorandums that support final agency decisions or board determinations under the direct supervision of a senior adjudicator or legal counsel.
