As the Clinical Director, you will lead and manage all aspects of medical care within a secure detention facility. This role combines direct patient care with oversight of clinical operations, ensuring high-quality, compliant healthcare services for individuals in custody, including family units. You will guide clinical staff, set standards for care delivery, and maintain adherence to regulatory and ethical requirements across the facility.

Starting at $200/hr
Required Education, Licensure, and Experience
- The Clinical Director shall have a Doctor of Medicine or Doctor of Osteopathic Medicine from a university in the United States or from a foreign medical school that provides education and medical knowledge equivalent to accredited schools in the United States or any of its territories as established by the National Committee on Foreign Medical Education.
- Current, full, and unrestricted license to practice medicine in the state in which the duty station is located. The license must be maintained in a permanent, full, and unrestricted status during the term of employment. Any changes to licensure must be reported to the employer immediately.
- Must have and maintain an unrestricted license from the Drug Enforcement Administration (DEA) to prescribe controlled medications in the state in which the duty station is located.
- The Clinical Director shall have a minimum of six years post residency experience providing direct patient care as a board-certified or eligible physician in Internal Medicine, Family Medicine, or Preventive Health as well as a minimum of three years of experience in the provision of clinical supervision and leadership to other medical professionals and ancillary clinic staff.
- Have and maintain the BLS for Healthcare Providers certification through the American Heart Association.
- Experience in a detention/correctional or residential healthcare setting (preferred, not required).

Required Knowledge, Skills, and Abilities
- Excellent current knowledge of the current standards of practice in clinical medicine.
- Mastery of managerial and administrative practices, to include expertise in routine management of ambulatory clinic functioning and responsibilities.
- Ability to review medical cases/records for appropriateness of care and provide recommendations for care management.
- High degree of independence, initiative, clinical judgment, and follow-through on a wide range of sensitive, complex, and clinical issues.
- Ability to serve proficiently as a clinical expert, providing technical assistance and consultation to clinic medical staff.
- Ability and proficiency to properly use equipment, materials and supplies involving primary care diagnostic and treatment procedures.
- Teaching experience acknowledging a level of expertise and capacity for developing and accessing clinical educational programs.
- Knowledge of issues confronting the healthcare delivery system, including specific problems and concerns of special population groups.
- Knowledge of program policies and guidelines, and operating procedures relating to healthcare delivery systems.
- Ability to work in a multi-cultural and multi-lingual environment.
- Ability to utilize telephone, video and in-person interpreter services to complete assigned duties if not fluent in a language understandable by patients being provided medical care.
- Ability to adapt to sudden changes in schedules and flexibility in work requirements.
- Ability to communicate proficiently in English (verbal and written) to develop positive rapport with patients, co-workers and other stakeholders.
- Ability to establish and maintain positive working relationships in a multidisciplinary environment.
- Ability to navigate in an electronic work environment including electronic health records, web based training and communications.
- Moderate proficiency in, common Microsoft Office programs, specifically Microsoft Word, Excel, Outlook and SharePoint.
- Knowledge of regulations (HIPAA/Privacy Act) regarding the confidentiality of patient medical records and information as well as Personally Identifiable Information (PII).
Major Duties and Responsibilities
- Serves as the on-site medical authority within the scope of services provided by the clinic.
- Responsible for developing and coordinating all aspects of healthcare delivery at his/her assigned facility.
- Clinical and administrative supervisory authority over advanced practice providers (APPs), nursing staff, pharmacists, and medical assistants, including fulfillment of APP collaborative practice duties and requirements and delineation of scope of practice for medical assistants.
- Provides direct care to patients throughout the lifespan within physician scope of practice and performs functions in accordance with currently accepted practice defined by the profession, licensure, certification, and granted privileges.
- Provides age appropriate screening, treatment, and patient instruction pertinent to the discipline and facility setting for acute and chronic conditions.
- Signs all assigned patient encounter notes daily. All chart reviews / co-signatures, referrals submissions/reviews, lab reviews, telephone encounters, actions, and message reviews are to be completed within policy guidelines. Oversees the care of patients housed in the medical housing unit.
- Assures appropriate diagnostic and therapeutic tests and services are available, utilized and monitored.
- Acts as initial reviewer for all outside referrals/consults to specialty services not offered at the local facility.
- Expected to respond to and/or coordinate response to medical emergencies.
- Seeks guidance from medical leadership when needed to obtain information to address patient care concerns.
- Performs record keeping functions in accordance with program policies and position.
- Maintains functional proficiency and ease of use utilizing electronic health records as required by, and appropriate to, position.
- Completes and passes all discipline specific competencies testing, initially and annually.
- Completes all initial, annual and ad hoc training as required/assigned.
- Maintains patient confidentiality, and confidentiality of medical records, in compliance with the Privacy Act and HIPAA regulations in all work activities.
- Adheres to, and maintains awareness of prescribed Policies, Procedures, Directives, Operational Memoranda and accreditation standards.
- Attends and participates in general/medical staff meetings.

This work requires some physical exertion, such as long periods of standing; walking or jogging over rough, uneven, or rocky surfaces; recurring bending, crouching, stooping, stretching, reaching, or similar activities; or recurring lifting of moderately heavy patients or equipment.
