Job Title: Business Systems Analyst Medicaid Systems Modernization - 14+yrs Exp

Location: Austin, TX (Onsite)

We are currently seeking candidates who meet the following qualifications:

Minimum Qualifications

• Extensive experience coordinating with outside vendors to complete projects and service requests and managing vendor assignments and deliverables.
• Extensive experience developing and reviewing project artifacts, including test cases, requirements documentation, traceability, design specifications, and technical specifications.
• Extensive experience analyzing systems, troubleshooting problems, and supporting solution implementations.
• Extensive experience managing project scope, acceptance, deployment, system integration, and user acceptance testing.
• Extensive experience identifying project risks and developing mitigation and avoidance strategies.
• Extensive experience analyzing HHS policies, procedures, and standards and determining their impact on automated systems and functional areas.
• Strong experience with business systems analysis, business process mapping, process reengineering, requirements analysis, and technology solution evaluation.

Preferred Qualifications

• Experience using TFS/Azure DevOps (ADO) to create, manage, and maintain requirements throughout the development lifecycle.
• Experience working in an Agile environment , preferably SAFe .
• Experience with Microsoft products, including MS Office, SharePoint, and Copilot .
• Understanding of enterprise system components, including user interfaces, data layers, infrastructure, and system integrations.
• Knowledge of business rules engines and workflow orchestration.
• Familiarity with cloud-based solutions.
• Experience with Texas HHSC processes and Texas Medicaid and CHIP systems .
• Experience updating portfolio project management tools and managing state-level major information resource project information.

  
  
  
  
  Key Responsibilities

• Coordinate with outside vendors to complete projects and service requests and define, assign, and evaluate vendor work.
• Develop and review project artifacts, including test cases, requirements documentation, requirements traceability, design specifications, and technical specifications.
• Analyze systems, troubleshoot problems, and support solution implementations.
• Manage project scope, acceptance, deployment, system integration, and user acceptance testing.
• Identify potential project risks and difficulties and develop strategies to mitigate or avoid them.
• Analyze HHS policies, procedures, and standards and determine their impact on automated systems and system functional areas.
• Review and evaluate business processes and user needs to identify opportunities for process improvement and technology solutions.
• Support business process mapping and reengineering activities.
• Prepare solution options, risk assessments, and financial analyses, including cost/benefit, ROI, and buy-versus-build evaluations.
• Develop detailed descriptions of user needs, program functions, and the steps required to develop or modify computer programs.
• Provide project and product oversight for Medicaid IT-contracted systems and integrated projects.
• Support documentation and delivery of application functionality.
• Assist with developing standardized processes and documentation for integrated system solutions.
• Work with project stakeholders, vendors, technical teams, and business teams to ensure requirements and solutions align with agency objectives.
