CPMC is seeking a full-time Contract Specialist to deliver on-site, cradle-to-grave contracting support to a federal contracting office in Little Rock, Arkansas. In this role, you will work side-by-side with federal Contracting Officers as a trusted member of the acquisition team, executing the full range of pre-award and post-award actions — from requirements development and market research through solicitation, evaluation, award, contract administration, and closeout.

The engagement is structured as a 12-month base performance period with two (2) option periods. This is an ideal opportunity for a seasoned acquisition professional with DAWIA/NCMA certification, 8+ years of federal/DoD contracting experience, and hands-on proficiency in CON-IT and PIEE.

Performance Period & Engagement Terms

• 12month base period
• Two (2) option periods; continued employment beyond the base period is contingent upon the government exercising the options
• All work performed on site at the designated government facility in Little Rock, Arkansas
• Personnel must meet and maintain DAWIA/NCMA certification and CONIT/PIEE proficiency requirements for the duration of the engagement
Key Responsibilities

Each Contract Specialist will provide cradle-to-grave contracting support across the full acquisition life cycle, including the following duties:

General Support
• Assist government Contracting Officers (KOs) with small and large purchase contract actions across the full cradletograve spectrum
• Draft and review acquisition documentation, including Acquisition Plans, Determination and Findings (D&F), acquisition strategy memoranda, business clearance documents, and milestone briefings
• Prepare and review Performance Work Statements (PWS), Statements of Work (SOW), and requirements packages in coordination with mission partners
• Ensure contract file documentation is complete and compliant with FAR Part 4 and agency policy; maintain organized, auditready contract files
• Apply the Federal Acquisition Regulation (FAR) and applicable supplements (e.g., DFARS/DAFFARS), including FAR Parts 5, 8, 10, 12, 13, and 15 as applicable
Pre-Award Support
• Perform market research in accordance with FAR Part 10 and document findings
• Support acquisition planning and strategy development, including coordination with Small Business representatives and other stakeholders
• Prepare and review solicitations (RFPs, RFQs, IFBs), evaluation criteria, and solicitation packages for completeness
• Assist with source selection activities, including evaluation of offers and preparation of award justifications and documentation
• Draft contract awards, task orders, and delivery orders in CONIT in accordance with applicable regulations
Post-Award Support
• Administer contracts and task orders postaward, including modifications, incremental funding, exercise of options (e.g., FAR 52.2178/52.2179), and issuance of proper notices
• Process and monitor invoices and receiving reports through PIEE (WAWF); track obligations and expenditures and resolve discrepancies
• Monitor contractor performance, deliverables, and compliance; support performancebased acquisition activities and assessments
• Support terminations, disputes, and claimrelated actions as directed
• Execute contract closeout actions, including deobligation, file completion, and archival in accordance with FAR Part 4.804
Required Qualifications
• DAWIA/NCMA Certification (one of the following):
• Current DAWIA Level II (or higher) certification in Contracting
• NCMA certification — Certified Federal Contract Manager (CFCM) or Certified
Professional Contract Manager (CPCM)
• [Equivalent certifications accepted at client discretion — specify, e.g., FACC]
• Minimum eight (8) years of progressive federal/DoD contracting experience, to include cradletograve contract support experience
• Handson CONIT proficiency: demonstrated experience drafting, processing, and administering contract actions (awards, modifications, option exercises, task orders) in CONIT, the Air Force Contracting Information Technology contractwriting system
• PIEE proficiency: working knowledge of the Procurement Integrated Enterprise Environment (PIEE), to include WAWF invoicing/receiving workflow and related modules
• Education — e.g., Bachelor's degree with 24 semester hours in business from an accredited institution
• U.S. Citizenship required
• Active DoD clearance at the [Secret] level, or ability to obtain/maintain one before start
• Proficiency with Microsoft Office (Word, Excel, PowerPoint, Outlook)
• Excellent written and oral communication, analytical, and organizational skills; ability to work independently and meet critical acquisition milestones
Preferred Qualifications
• Former federal Contracting Officer (GS1102 series) or 10+ years supporting federal contracting as a contractor
• Prior experience supporting Air Force contracting offices or organizations
• Experience with FPDSNG data entry and reporting
• Experience with agency financial management systems (e.g., UFMS or equivalent)
• Experience with contract closeout programs and GAO closeout mandates

Security, Eligibility & Work Environment

• This position is onsite in Little Rock, Arkansas; all work is performed at a secure government facility alongside the client's acquisition team.
