IT Business Analyst & IT Change Manager - Senior

About the Business Analyst Role KCIT’s Business Analysts work as internal IT consultants, leading business and systems analysis for a wide range of IT initiatives across 18 county agencies. The role involves investigating business and technology requirements, clarifying complex decisions, testing results, and helping end users adapt to technology and process changes. Key Responsibilities Lead requirements analysis and verification using interviews, document analysis, workshops, surveys, site visits, policy initiatives, and business process analysis. Conduct change impact analysis by identifying key stakeholders and applying appropriate change levers to ensure adoption of digital solutions. Transform high-level business and user requirements into process documentation, user stories, and acceptance criteria for developers and non-technical stakeholders. Develop testing plans and collaborate with QA to support end-to-end testing. Create business cases and cost/benefit reports to substantiate and defend projects and change initiatives. Align business strategy and IT strategy through enterprise architecture tools and principles. Document business processes and operating/workflow models for improvement and efficiency. Perform other duties as assigned. Qualifications Demonstrated experience in the Business Analyst role supporting application development projects and business solutions. Demonstrated experience in the Change Management role supporting technology and related process changes. Demonstrated experience leading analysis efforts in an IT consultant capacity. Skill in researching strategic issues, providing analysis, problem solving, and recommending emerging technologies. Expertise in facilitation, documentation, solution modeling, business problem definition, and analysis approach development. Excellent verbal and written communication skills and ability to interact professionally with executives, managers, and subject matter experts. Skill in conveying technical information to non-technical users. Skill in aligning technical solutions and features to requirements and monitoring fulfillment of requirements. Skill in using data and information to assess issues, evaluate options, and make decisions. Experience managing product backlogs. Skill in effectively organizing multiple assignments, including competing priorities, to produce accurate, thorough, and on-time work products. Experience using online whiteboarding tools such as Mural or Miro. Bachelor’s degree in information technology, business administration, computer science or related field and 5+ years of relevant experience, or an equivalent combination of education and experience. Desired Qualifications Change Management certification, formal training or experience. Completion of CSM, CSPO, and/or SAFe or other Scrum or Agile certification. Completion of ECBA, CCBA or CBAP certification. Completion of Microsoft O365 certification. Hybrid Work KCIT works in a hybrid model, with days in the office and telecommuting. The ratio of remote to onsite work depends on business needs. The primary onsite location is Chinook Building 401 5th Avenue, Seattle, Washington. Employees must reside in Washington state within a reasonable distance to the worksite.
