Project Cost Controller - Disaster Management FEMA - Hybrid (Long Island, NY)

ICF's Disaster Management Division seeks a Project Cost Controller who will support FEMA Public Assistance (PA) and Hazard Mitigation projects with financial reconciliation and project cost accounting for utility infrastructure projects. This full‑time position requires commuting within a two‑hour radius of Melville, New York for a hybrid schedule (two or more days at a designated office location and the remainder work‑from‑home). Relocation will not be supported. Candidates must have permanent work authorization in the U.S. and are not eligible for employment visa sponsorship. Project Cost Controller Definition: This role is focused on detailed, project‑level financial support. It involves tracking costs, revenues, and budgets for individual projects from start to finish in a federal setting involving federal grants. Responsibilities include monitoring project expenditures, analyzing invoices and payments, preparing audit responses and reporting, and ensuring compliance with contract and federal project requirements. Compensation: The base salary range is $100,000 to $110,000, plus benefits. The offer is based on the candidate’s match to the job description and location as determined by the hiring team. Key Responsibilities Lead cost accounting and financial reconciliation to ensure project costs are eligible for FEMA reimbursement. Provide consultative technical, analytical, and functional support to the team and stakeholders. Prepare monthly progress reports to track project costs and progress. Review and process contractor invoices to meet FEMA and federal contract requirements. Interact professionally with subrecipients, federal and state agency representatives, peers, and project managers using excellent communication skills, understanding, and patience. Monitor project costs to ensure compliance with all laws, regulations, and policies pertaining to FEMA programs. Assist in preparing audit responses. Work in a fast‑paced, detail‑oriented, flexible environment. Perform other duties and learning as directed by ICF. Must Have Qualifications Bachelor’s degree in finance, accounting, economics, or a related field. At least 4 years of FEMA or federal project finance grant experience, including supporting contract programs from start‑up through implementation and closeout (e.g., SAP or similar cost accounting, electric or utility construction projects, invoice and payment data entry, financial reconciliation, federal grant work, cost of service pricing). At least 4 years of experience with MS Office, including intermediate Excel – pivot tables, V‑lookup, formulas, etc., and a working knowledge of project accounting systems and document management software tools. Preferred Skills Experience with electric utility and construction projects, capital projects. Experience supporting FEMA‑funded projects (PA, HMGP, Grants Admin‑Compliance). Project Management Professional Certification (PMP). Professional Skills Strong analytical, problem‑solving, and decision‑making capabilities. Excellent written and verbal communication skills, emotional intelligence, critical thinking skills, and integrity and ethics. Federal contract administration and management experience. Team player who can build organizational capability, motivate partners and staff, and maintain high engagement in a dynamic, fast‑paced environment. Dedication to a workspace with strong, reliable internet for remote work. Proficiency with Microsoft Office (Word, Excel, PowerPoint, Project Management Software).
