Homeless Services Performance Manager

This position is located in the Community Development Division of the Planning Department within the City of Oklahoma City and is under the direction of an immediate supervisor. The Homeless Services Performance Manager is responsible for leading and improving the City's homelessness response system by coordinating cross-agency efforts, managing contracts, and using data to strengthen housing outcomes and reduce homelessness. This role also oversees program performance, including developing metrics and evaluation tools to measure effectiveness and drive continuous improvement.

This position requires the following:

• Possession of a bachelor's degree or higher in social sciences, human services, public administration, business administration, public health, or a related field. A combination of education and experience may be substituted on a year-for-year basis.
• Minimum of three (3) years of experience working with vulnerable populations within a community.
• Minimum of three (3) years of supervisory experience.

Knowledge, skills, and abilities include:

• Knowledge of homeless response systems, housing stability programs, and community-based service delivery models.
• Knowledge of federal, state, and local regulations related to housing and homelessness programs, including HUD requirements and compliance standards.
• Skill in verbal and written communication.
• Skill in critically analyzing, organizing, and interpreting a wide variety of quantitative and qualitative information.
• Skill in analyzing system performance data and identifying trends using tools such as the Homeless Management Information System (HMIS).
• Skill in strategic planning, program evaluation, and process/system improvement.
• Skill in problem-solving, including identifying complex system challenges and developing effective operational solutions.
• Skill in driving system collaboration and partnership development with internal and external stakeholders.
• Skill in budget monitoring and understanding grant management processes.
• Ability to interpret and apply data to support decision-making and improve system performance.
• Ability to manage multiple priorities, projects, and stakeholder relationships simultaneously.
• Ability to align collaborative efforts with organizational and system goals.
• Ability to supervise, coordinate, and evaluate the work responsibilities of staff.
• Ability to establish and maintain an effective working relationship with employees, municipal officials, outside agencies, service providers, and the public.
• Ability and willingness to assume responsibility for work performed and decisions made.
• Ability to coordinate planning and response efforts during emergency or crisis situations (e.g., extreme weather events).
