The candidate will be responsible for providing support in the areas of financial and strategic planning, including coordination of procurement activities, project management, budget and forecast development, and a variety of assignments as priorities change daily. Duties will include performing a variety of technical tasks such as drafting written communications and creating presentations, work plan development, and facilitating meetings related to the assigned area of responsibility.Minimum Qualifications:Bachelor's degree from an accredited college or university with major coursework in Public Administration, Finance, Business Administration, or relatedNo previous experience requiredPossession of a valid Driver's LicensePreferred Qualifications:Experience with municipal procurement processes and policiesExperience with analyzing various local government funding sources including general, grant, capital, enterprise, and special revenue fundsAdvanced competency with Excel, PowerPoint, Smartsheet, and other Microsoft applicationsExperience with contract management or supporting audit/compliance review processesThe Management Analyst I job responsibilities include:Coordinate life cycle procurement processes, including specification for solicitation of goods and services, vendor research, proposal evaluation, award recommendations and contract development, execution and trackingConduct financial analysis, expenditure monitoring, forecasting, cost-benefit analysis, and periodic financial re-estimatesSupport for contract administration including tracking renewals, deliverables, expenditure, insurance requirements, vendor performance, and milestones for department operations and capital projectsDevelop dashboards, reports, presentations, and performance measures using data-drivenCoordinate departmental projects by developing work plans, schedules, milestones, risk logs, and progress reportsConduct operational reviews, process mapping, workload studies, and feasibility analyses; recommend improvements, automation, and internal controlsAssist leadership with strategic planning, business plan reporting, policy development, executive briefings, and presentationsServe as liaison among operating division, other COFW Departments, and external vendorsLead special projects and provide cross-functional administrative coverage as priorities or service needs changeAssist with contract compliance and audit support activities, including reviewing documentation, monitoring vendor performance, and supporting internal control or compliance reviewsWorking Conditions:Depending on assignment, positions in this class typically require touching, talking, hearing, seeing, grasping, standing, stooping, kneeling, crouching, reaching, walking and repetitive motions.Physical Demands:Light Work – Depending on assignment, positions in this class typically exert up to 20 pounds of force occasionally, up to 10 pounds of force frequently, and/or a negligible amount of force constantly having to move objects.
