$34.14/hour - $46.63/hour Position: 13-1110 Management Analyst-5 (Part‑time) – Department of Energy, Division of Administration, State of New Hampshire. Location: 21 South Fruit Street, Suite 10, Concord, NH 03301. Summary Evaluates business operations for the Department of Energy to achieve agency objectives and optimal solutions by participating in the development and revision of systems, applications, and business processes supporting agency programs and services. Oversees the implementation of the Department of Energy’s financial data management objectives and large‑scale department‑wide and multi‑divisional projects and initiatives. Minimum Qualifications Bachelor's degree and 6 years of experience, OR equivalent combination of 10 years of education and experience after high school. Experience in information technology, information systems, database administration, data analysis, financial management, project management, or related field. Responsibilities Collaborates with the Department of Information Technology (DoIT) in planning, directing, monitoring, and detailed analysis and evaluation of financial and business processes and procedures. Partners with DoIT in developing a utility assessment database for operations and staff components and operational procedures. Employs business‑process models, mapping tools, activity flows, and data models to document financial and business processes. Interprets and implements statutes related to the annual utility assessment that contain complex mathematical formulas for each utility type to ensure they are correctly incorporated into a utility assessment database. Provides detailed business requirements, makes recommendations for system designs, and works with management, analysts, and other business partners to support implementation. Prepares and provides requirements to DoIT to guide their design and implementation of a utility assessment database system integrated with complete build‑out of existing assessment frameworks and platforms and associated reporting modules for internal oversight and management purposes. Coordinates and provides direction to assigned agency managers, management analysts, project teams, and other assigned personnel in the implementation of operational projects and programs that support all aspects of the Department of Energy, PUC, and OCA utility assessment. Reviews agency and project goals, requirements, scope, and analysis/design of work papers, and ensures project progress is accurately documented and completed timely and in accordance with objectives. Participates in inter‑agency discussions, including NH Department of Information Technology (DoIT), PUC and OCA, to support successful coordination, implementation, and direction of projects. Disseminates relevant information and provides guidance and direction to project teams. Develops, maintains, and automates standardized management and operational reporting to support executive visibility, forecasting accuracy, and high‑level decision‑making. Provides written and verbal reports to Department leadership regarding utilities’ compliance with the utility assessments and special assessment invoicing. Leads continuous improvement efforts of reporting processes and analytics to enhance insight generation and forecasting precision. Collaborates closely with the business office to ensure alignment on close processes, reporting timelines, and variance explanations. Analyzes and evaluates current management methods, procedures, and business systems in accordance with the established objectives and scopes. Researches and makes recommendations of automated solutions for user‑identified needs, including internal controls and workflows, and interfaces with staff throughout the department to implement approved recommendations. Provides detailed information to assist DoIT in developing functional specifications for system changes, to include resource estimates. Draws conclusions from analysis, design and testing projects that are used to assist senior management in evaluating business systems operations to bring work and projects to successful closure. Prepares, reviews, and/or edits recommendations resulting from the work done by project teams on analysis/design and implementation. Interfaces with agency management and coordinates with appropriate state agencies, contractors, and vendors to ensure scheduled delivery of automated application solutions conforming to stated business, systems, and operational needs. Develops and implements long‑term and short‑term agency‑wide management policies and monitors operational goals for the agency. Contributes to the development, review, and updating of information infrastructure and equipment technology plans and information management procedures for the department. Performs all technology‑specific duties in compliance with DoIT’s policies and standards. Collaborates with authorized DoIT personnel to complete work that requires broad system authorizations, administrative permissions, or elevated access rights not available to this role.
