Primary Subject Matter Expert for the District’s Permitting and/or Compliance Programs. This position will be able to successfully draft/evaluate complex and/or controversial permits or similar compliance concerns for the programs. * Reviews and evaluates permit applications for conformance to Federal and State of Florida rules and regulations. * Plans and conducts inspections, site visits, and/or other required field work. Reviews permitting files, reports, and other documents applicable to the inspection. Makes calculations and technical evaluations to determine compliance status of regulated facilities. * Writes requests for additional information for permits within time frames provided in Department rules, guidance, and procedures. * Produces timely and accurate documentation of inspections, site visits, or field work. Reports are to be processed in accordance with established program rules, requirements, and policies. Enters inspection documentation, compliance data and resolution actions into the designated database(s). * Provides compliance assistance to regulated facilities before, during, and after inspections. Conducts follow up visits as needed to assist facilities with returning to compliance without enforcement. * When necessary, recommends enforcement action. Drafts complex enforcement documents, coordinates, and leads enforcement meetings. * Trains staff on program databases to ensure that data for permitting and compliance is accurate and up to date.

• Provides outreach as the District’s Subject Matter Expert as needed.
• Performs other duties as assigned. Assists executive management in the

absence of direct supervisor and/or in areas of expertise. Required Knowledge, Skills, and Abilities: * Ability to collect, evaluate, analyze, and interpret scientific or technical data * Knowledge and skill of the terminology and principles of state and federal environmental regulation

Minimum Qualifications * At least 4 years of verifiable related experience. Post-secondary degrees may be used as an alternative for the required years of experience on a year-for-year basis. A credential evaluation report from an approved agency [ must be submitted along with all foreign degrees.
