Construction Manager - Water/Wastewater

Job Description Acts as the representative of Parsons with the client, subcontractors and suppliers during the project execution. Represents the client in negotiations with regulatory agencies and in public meetings. Oversees establishment of the Construction Management Plan, Site Specific Health and Safety Plan, Quality Assurance/Quality Control Plan, and other documents as required. Inspects – The selected candidate will oversee inspectors on assigned projects. Supervises the work of subconsultants. Coordinates the drafting of requisitions, subconsultant scopes of work, amendments, and task orders. Reviews and approves subcontractor safety plans and quality control plans. Prepares and negotiates changes to the scope of work with the client and key subcontractors. Develops and executes action plans to address potential cost overruns or delays, or to accommodate significant changes to the scope of work; advises the client and company management of any such changes. Maintains current and timely change orders. Cost Engineering – Supervises preparation of the client’s monthly construction progress report and the contract status report. Prepares monthly safety self‑assessment. Prepares quarterly construction management reports and coordinates meetings. Establishes the QA/QC Plan, including development of the inspection & test plan. Supervises setup and accreditation of the on‑site materials testing laboratory. Establishes safety and emergency procedures; inspects the construction site weekly with the contractor’s safety representative. Required Skills and Experience Bachelor’s degree in Civil Engineering or a construction‑related field. Minimum of 10+ years of construction management experience with related projects. Prior experience overseeing and managing the construction of major capital improvement projects. Preferred Skills and Experience Experience in the construction of large water and wastewater treatment and industrial projects at domestic and/or foreign locations.
