Training Manager

Knowledge and Experience High school diploma, college degree preferred. Three (3) + years of progressive supervisory/management experience, preferably in a public transportation environment. Familiar with DOT policies, OSHA, NIMS, EPA standards, and ADA requirements. Thorough knowledge and understanding of Department of Transportation, Federal Motor Carrier, Department of Homeland Security, and Federal Transit Administration rules and regulations and applicable State Regulation. Ability to interpret and explain regulations to others. Knowledge of Microsoft Office applications, particularly Word and Excel. CDL Class B with P endorsement preferred. Experience in selecting, hiring and training qualified candidates for employment. Excellent written and oral communication skills. Excellent time‑management skills with the ability to prioritize. Flexibility to work varied hours to meet business needs. Experience developing and implementing safety program plans and procedures; conducting investigations, analyzing data, and recommending corrective action. Maintain confidentiality and safeguard sensitive material. Conduct oral presentations, relaying technical information in understandable terms. Demonstrated ability to work effectively in a diverse workforce. Responsibilities Relentlessly pursue a safety culture that permeates all areas of the operation, with a heavy emphasis on risk mitigation and accident prevention. Communicate job requirements and responsibilities to drivers. Work closely with Human Resources to administer driver hiring and compliance processes (e.g., interviewing and driver selection; collecting applications; criminal background checks; credit reports; drug/alcohol testing; fingerprint checks; DOT physicals; motor vehicle record checks; I-9 forms). Take responsibility for day‑to‑day scheduling, counseling, and evaluation reports to local management. Provide direction and guidance to location trainers. Develop, teach, and monitor classroom training content to ensure compliance. Conduct re‑certifications and retraining. Investigate incidents, accidents, and work‑related injuries, including accident investigation, accident reports, accident files, and accident register. Follow up with the claims office and adjusters as necessary. Assist drivers in preparing accident reports, prepare OSHA reports, safety violation, and compliance documents. Determine fault or preventability based on facts identified at the scene. Provide post‑accident counseling and respond to appeals. Design and deliver driver training and safety courses; train new drivers and retrain those involved in accidents. Ensure collaboration between operational supervision and safety supervision, directing driver observation on the road and correcting safety problems on the scene while documenting violations. Plan, schedule, and conduct monthly safety meetings based on region and company safety goals. Assist and participate in the Safety Committee meetings. Serve as liaison between drivers and customers/organizations on customer service issues. Provide assistance and training to drivers and attendants on passenger management and other safety‑related issues. Evaluate and monitor driver safety and performance, as well as compliance with legal, employment, and labor policy matters. Perform driver road checks and on‑board evaluations. Ensure that all reporting and risk‑management tools, including claims data tracking and root‑cause assessments, are up‑to‑date and accurate. Prepare various reports and analyses, including safety trends. Develop cost‑saving recommendations. Leverage results of safety trends to develop proactive action plans focused on prevention. Implement and monitor occupational health and safety program activities including facility inspections, accident investigations, and emergency planning operations. Monitor program compliance with mandated laws, rules, and regulations. Provide technical safety information and compliance requirements to management, employees, and contractors. Support safety and security audits, inspections, and testing in the areas of fire/life safety, safety certifications, and transit operations on KTA’s facilities, operating divisions, construction sites, work practices, equipment, and safety devices. Represent KTA in internal and external safety meetings and committees, providing comprehensive technical advice and assistance to ensure accurate accident/injury reporting and adherence to current or new applicable laws and regulations. Research and track safety regulations to develop project safety policies and procedures and ensure implementation of approved recommendations. Ensure that staff executes and adheres to safety and security standards. Ensure contract compliance with all applicable federal, state, local, and company regulations; ensure related record‑keeping and reporting requirements are met and maintained. Maintain confidentiality of all information. Other duties as required.
