The primary purpose of this position is: To serve as an experienced lead targeting instructor of the Intelligence, Surveillance and Reconnaissance (ISR) and Combat Operations Divisions within the Combined Air Operations Center-Nellis (CAOC-N) with the responsibilities detailed in AFTTP 3-3.AOC to include providing subject matter expertise while leading the training of targeting students through 16 weeks of advanced training exercise execution and 52 weeks of operational intelligence scenario designs.

1. As the Lead of the Target Duty Officers and Targets/Tactical Assessment Team, provides subject matter expertise and instruction as the single manager of all targeting processes under the authority of the Joint Force Air Component Commander (JFACC) and establishes procedures for the conduct of targeting.
2. Responsible for all targeting operations as depicted in AFTTP 3-3.AOC to include the task organization of the Targets/Tactical Assessment Team and the Target Duty Officers on the Senior Intelligence Duty Officer (SIDO) Team.
3. Conducts complex research, evaluation, collection, dissemination and fusion of multi-source information from one or more intelligence disciplines to satisfy a broad range of customer requirements.
4. Participates as intelligence planner in the design and development of targeting scenarios for event participants at both the tactical and operational level of war; and provides realistic representation of the AOC ISRD and COD processes as outlined in AFTTP 3-3.AOC to support US and coalition forces.

Qualifications

This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the " Professional " work category are at the " Full Performance " work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions for series 0132.

EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Extensive knowledge of the principles and application of deliberate and dynamic targeting cycles and associated processes to include target nomination, validation and development, weaponeering and allocation, collateral damage estimates (COE), precise coordinate mensuration, battle damage assessment (BOA), and application of the Law of Armed Conflict. Skill in instruction of targeting processes, methods, techniques, and practices in difficult and complex work assignments such as using multi-source intelligence information systems to capture data in order to develop new methods, approaches, or procedures for targeting. Note: Creditable experience may include previous military experience, experience gained in the private sector, or expensive gained in another government agency.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs ): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of all targeting processes within the AOC as detailed in AFTTP 3-3.AOC, AFTTP 3-1.AOC and AFTTP 3-1.General Planning.
2. Knowledge of the full range of intelligence research and collection methods, techniques, and practices and multi- source intelligence information systems to capture and report on data in order to develop robust intelligence scenarios replicating Major Combat Operations (MCO).
3. Knowledge of advanced targeting and weaponeering principles, concepts, and methods to prosecute complex target sets/situations. Knowledge of the national intelligence community, Joint Command, DoD structure, organizations, and mission/functions, inter-relationships and operations.
4. Ability to task organize and instruct members of the ISR Division and Combat Operations Division in order to meet all exercise training objectives.
5. Skill in conducting unbiased complex research, identifying appropriate available systems/data sources, and producing tactical assessments that inform combat operations and drive ISR collection.
6. Skill in communicating effectively with others, both orally and in writing, in working out solutions to problems or questions related to the work, writing clear and concise intelligence products, and maintaining good working relationships.

OTHER SIGNIFICANT FACTS

• Must be able to obtain and maintain a Top Secret, Sensitive Compartmented Information (SCI) Security Clearance. This position is designated Special Sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. Anon disclosure agreement must be signed.
• Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TOP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
• The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments
• An advanced intelligence-related or professional/scientific degree is desirable.
• Overtime may be required as workload demands and in some cases with no-notice due to urgency of time sensitive matters.

PART-TIME OR UNPAID EXPERIENCE : Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

This position is a Defense Civilian Intelligence Personnel Systems (DCIPS) position implemented under Section 504, Title V of Public Law 99-569, Intelligence Authorization Act for Fiscal Year 1987, as codified in Sec 1601, Chap 83 of Title 10 United States Code which sets forth Air Force policies and procedures for DCIPS. This position is in the Excepted Service.
